2.86 crore households electrified under SAUBHAGYA and DDUGJY by scheme closure
Performance Audit on Deen Dayal Upadhyaya Gram Jyoti Yojana / Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA)
The 2014 manifesto puts electricity in a list of basics it commits to universalise: "Ensuring a basic level of Infrastructure to all — Home, Electricity, Water, Toilets and Access." Its rural women's section repeats the same commitment in stronger form — "providing electricity, tapped water, cleaner fuel and toilets in every home."
Every home is a measurable standard, and the government adopted it as policy. The CAG's performance audit of DDUGJY and SAUBHAGYA, tabled on 18 December 2025, is the record of how far it got.
The scale of delivery is real. By the time the schemes closed on 31 March 2022, "2.86 crore households had been electrified under SAUBHAGYA and DDUGJY" together. Very few countries have connected that many households to a grid that quickly.
The audit's central finding is about the definition that framed the earlier, more famous milestone. When every inhabited census village was declared electrified on 28 April 2018, that rested on a rule under which "the village was considered electrified even with electrification of 10 per cent households as per the then adopted definition." Village electrification, the audit says plainly, "did not result in electrification of all the households." On the states' own submissions, as on 10 October 2017, "13.90 crore out of 17.94 crore rural households, were electrified and the remaining 4.04 crore households (22.52 per cent) were un-electrified" — which is precisely why SAUBHAGYA was launched that month.
Even measured against the definition it used, the record was not finished when the money stopped. At closure in March 2022, "1,092 villages in Jammu and Kashmir (including Ladakh) were partially electrified and public places in 2,722 villages of Rajasthan and Tripura were yet to be electrified."
And a connection is not the same as electricity. The audit's own beneficiary survey found that "27 per cent of respondents in 11 states reported less than 12 hours of power supply a day." For those households the promise of electricity in every home was delivered in the form of a wire and a meter rather than light.
One absence in the record deserves noting. Asked how many households had been offered a connection and refused — the usual explanation for a residual gap — the Ministry of Power could not answer, because it had not maintained the data.
Connections at this scale are a genuine achievement, and the manifesto's own words were "in every home". On the audited record, most homes were connected and a quarter of those surveyed were not supplied for half the day. Our verdict is lacks context.

“Village electrification, however, did not result in electrification of all the households, as the village was considered electrified even with electrification of 10 per cent households as per the then adopted definition. As per the data provided by the States as on 10 October 2017, 13.90 crore out of 17.94 crore rural households, were electrified and the remaining 4.04 crore households (22.52 per cent) were un-electrified.”
