1,656 mandis from 23 states and 4 UTs integrated; ₹83.95 crore of cumulative inter-state trade
Lok Sabha Unstarred Question No. 247, Expansion and Integration of e-NAM and Allied Platforms — answer by the Ministry of Agriculture and Farmers Welfare
The 2014 manifesto's line on agricultural marketing is six words long: "evolve a single 'National Agriculture Market'." The adjective that matters is single.
The instrument was created. The electronic National Agriculture Market launched in April 2016, and the Ministry of Agriculture and Farmers Welfare told the Lok Sabha on 21 July 2026: "As on 30th June, 2026, 1656 mandis from 23 States and 4 UTs have been integrated with e-NAM." Integration is still expanding — "From January to June, 2026, 134 mandis of 5 States/UTs have been integrated" — and the platform does real work at the mandi level: online bidding, price discovery visible to farmers, and sale proceeds paid directly into bank accounts instead of through commission agents.
What it has not become is a single national market, and the ministry's own answer contains the number that shows it. "Till June, 2026, inter-State trade of 28,566 metric tonnes valued at approximately ₹83.95 crore, has been recorded on e-NAM."
That is cumulative, across ten years and 1,656 mandis. For scale, India's annual agricultural output is measured in lakhs of crores; a single large mandi can turn over more than ₹84 crore in a season. Trade across state lines is the thing that distinguishes a national market from a collection of local ones, and on e-NAM it has barely happened.
The reason is structural and the answer states half of it: "Integration of Mandis on e-NAM is done on the basis of proposals received from States/Union Territories." Agricultural marketing is a state subject. A buyer in one state bidding for produce in another still faces that state's APMC rules, licensing, mandi fees, assaying standards and the physical problem of moving perishable goods a long distance against a bid placed online. e-NAM digitised the auction; it did not remove the barriers between the markets it connects.
The ministry points to complementary measures — the 10,000 FPO scheme, aggregation for better bargaining power — which help farmers but do not change what e-NAM's inter-state number says.
No CAG performance audit of e-NAM has been tabled, so all of this is the implementing ministry's own account.
A platform built at national scale that functions mainly as a local one. The promise was a single national agriculture market; what exists is 1,656 electronically equipped mandis with almost no trade between them. Our verdict is lacks context.

Lok Sabha Unstarred Question No. 247, Expansion and Integration of e-NAM and Allied Platforms — answer by the Ministry of Agriculture and Farmers Welfare
“The Government is implementing National Agriculture Market (e-NAM), a pan-India electronic trading platform, to facilitate transparent and competitive online trading of agricultural commodities. Integration of Mandis on e-NAM is done on the basis of proposals received from States/Union Territories (UTs). From January to June, 2026, 134 mandis of 5 States/UTs have been integrated with the e-NAM platform… As on 30th June, 2026, 1656 mandis from 23 States and 4 UTs have been integrated with e-NAM… Mandis integrated with the e-NAM platform provide farmers access to a larger pool of buyers, transparent online bidding, better price discovery and direct payment of sale proceeds into their bank accounts… Till June, 2026, inter-State trade of 28,566 metric tonnes valued at approximately ₹83.95 crore, has been recorded on e-NAM. In addition, the Department is promoting Farmer Producer Organizations (FPOs) under the Central Sector Scheme for Formation and Promotion of 10,000 FPOs to strengthen farmers' collective marketing, improve market linkages with value chain partners…”
