Lok Sabha Unstarred Question No. 3598, Implementation of National Education Policy in HEIs — answer by the Ministry of Education
The 2014 promise on education policy has two parts and a clock: "BJP will set up a National Commission on Education to report in two years on the state of education and the reforms needed. Based on the report, BJP will implement a National Education Policy."
Neither part happened on the stated schedule. No National Commission on Education was constituted. The process that eventually produced a policy went through two expert committees instead — one under T.S.R. Subramanian, which reported in 2016, and one under K. Kasturirangan, whose draft was released in 2019. The National Education Policy 2020 was approved by the Union Cabinet on 29 July 2020, six years after the promise and in the term after the one it belonged to.
That is why delivery here is recorded as not delivered: within the 2014-19 term, the commission was not set up and the policy was not implemented. The policy does exist now, which is why the accuracy is partly rather than wholly unsupported.
What has followed the policy is substantial in volume, and the Ministry of Education set it out to the Lok Sabha on 10 August 2026. In school education: PM SHRI for upgrading schools, Samagra Shiksha, NIPUN Bharat for foundational literacy and numeracy by Grade 3, Vidya-Pravesh for school preparation, PM e-VIDYA, a new National Curriculum Framework for the Foundational Stage with the Jadui Pitara learning kit, three rounds of NISHTHA teacher training, Vidya Samiksha Kendras, an Integrated Teacher Education Programme, the National Digital Education Architecture, and the ULLAS adult literacy programme. In higher education: the National Credit Framework and the National Higher Education Qualification Framework, multiple entry and exit, permission to pursue two programmes simultaneously, the APAAR student identity registry, and the PM-Vidyalaxmi loan scheme.
The pattern in that list is worth naming, because it recurs across this corpus. Every item is an instrument — a scheme, a framework, an identity number, a training round. Not one is an outcome. The answer contains no figure for how many children in Grade 3 can now read with understanding, no gross enrolment ratio, no teacher vacancy count, no dropout rate. NIPUN Bharat's own target date for universal foundational literacy was 2026-27, and this answer, given in August 2026, does not report progress against it.
No CAG audit of NEP implementation is in our corpus.
A commission promised and never formed, a policy promised for the term and delivered in the next one, and an implementation record so far measured entirely in launches. Our verdict is partly accurate.
