10,000 FPOs formed; 6,964 with turnover up to ₹50 lakh, 862 between ₹50 lakh and ₹1 crore, 1,135 above ₹1 crore

Lok Sabha Unstarred Question No. 2600, Support for Farmer Producer Organisation — answer by the Ministry of Agriculture and Farmers Welfare
This is one of the cleanest promises in the 2019 manifesto: a number, a unit and a date. "We will enable the creation of 10,000 new Farmer Producer Organisations (FPOs) by 2022 to ensure economies of scale for farmers regarding access to inputs and markets."
The Ministry of Agriculture and Farmers Welfare answered a question on exactly this in the Lok Sabha on 4 August 2026, and the answer is unambiguous: "The Government is implementing the Central Sector Scheme for 'Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs)'. 10,000 FPOs have been formed under the scheme since 2020-21." More than 65 lakh shareholders, "predominantly small and marginal farmers", have been brought into them.
On timing, the manifesto said 2022 and the scheme did not begin until 2020-21, so the target year could never have been met on the manifesto's own schedule. The count has since been completed, which is why the delivery here is recorded as delivered rather than partly delivered — but the date slipped by several years and it is worth saying so.
What the number means is a separate question, and the ministry's own answer is unusually candid about it. Asked whether many FPOs are struggling to achieve economic viability, it gives the distribution from the FPOs' audited financial statements for 2024-25: "6964 FPOs had a turnover of up to Rs.50 Lakh, 862 FPOs had a turnover of Rs.50 Lakh to Rs.1 Crore and 1135 FPOs had a turnover of over Rs.1 Crore." Nearly three-quarters of these organisations turn over less than ₹50 lakh a year — for a collective buying inputs and selling produce on behalf of hundreds of farmers, that is a small business, and it does not obviously deliver the "economies of scale" the promise was made for.
Other numbers in the answer point the other way, and belong in the same picture: 6,928 FPOs hold seed licences, 4,987 pesticide licences and 6,650 fertiliser licences, which is what an input-supply collective needs to actually trade; 5,765 have their own processing units; 3,083 have used the credit guarantee facility for project loans. The support released so far is ₹827.81 crore in management cost and ₹631.98 crore as matching equity grant, against an entitlement of up to ₹18 lakh and ₹15 lakh per FPO respectively.
No CAG performance audit of this scheme has been tabled, so there is no independent verification of the count or the turnover figures; both come from the ministry that runs it. On the promise as written — enable the creation of 10,000 FPOs — the record says it was done. Our verdict is accurate.
