About 99.6 per cent of the broad gauge network electrified
Lok Sabha Unstarred Question No. 1811, Electrification of Railways and Green Transportation — answer by the Ministry of Railways
The 2019 promise is one sentence with a date: "We will make all efforts to ensure electrification of all railway tracks by 2022."
The Ministry of Railways told the Lok Sabha on 29 July 2026: "Electrification of railway network on Indian Railways has been taken up in mission mode. So far, about 99.6% of Broad Gauge (BG) network has been electrified. The electrification in remaining network has been taken up."
That is close to complete, and the acceleration behind it is real. The same answer sets out the comparison directly: 21,801 route kilometres were electrified "Before 2014 (about 60 years)", and 48,072 route kilometres during 2014-26. More than twice as much track was electrified in twelve years as in the six decades before. Sixteen states and union territories are listed at 100 per cent, including Uttar Pradesh, Bihar, Gujarat, Haryana, Punjab, Odisha, Telangana, Andhra Pradesh and Chhattisgarh.
Two qualifications, both of which follow from the promise's own wording.
The date was 2022 and it was missed. Four years past the deadline the network is at 99.6 per cent, not 100. This is the ordinary pattern in this corpus — a large programme delivered late — and it is why delivery here is recorded as partly delivered rather than delivered.
And the promise said "all railway tracks", while the answer reports broad gauge. India still runs metre gauge and narrow gauge sections, including heritage lines, which sit outside the 99.6 per cent. The ministry's phrasing — "the remaining network has been taken up" — acknowledges that something remains without saying how much.
No CAG audit of the electrification programme is in our corpus, so the figures are the ministry's own and have not been independently verified. There is also a distinction worth flagging for readers: electrification of a route means the overhead equipment is in place, not that every train running on it is electric.
A large infrastructure promise, delivered almost fully and several years late. Our verdict is partly accurate.
BJP Sankalp Patra 2019 — Lok Sabha election manifesto
“Through this Sankalp Patra, you would get a glimpse of the challenges of the yesteryears, the indomitable efforts made by 130 crore Indians to overcome those challenges and our collective vision for the future… There are two commitments that I am extremely passionate about — doubling of farmer income and housing for all, by the year 2022.”
