Lok Sabha Unstarred Question No. 2676, Business Reforms Action Plan — answer by the Ministry of Commerce and Industry
The 2019 manifesto makes ease of doing business both a boast and a promise. The boast: reforms have "been internationally recognized with a sovereign rating upgrade and a sharp rise in our Ease of Doing Business ranking." The promise, more specific: "we promise to significantly increase the capacity of the legal system within five years in partnership/co-ordination with the judiciary", because "An important aspect of the ease of doing business is the ability to enforce contracts and resolve disputes."
The boast referred to India's climb in the World Bank's Doing Business rankings, from 142nd in 2014 to 63rd in the 2020 edition. That climb was real as measured. The measure is not.
The Ministry of Commerce and Industry states the position plainly: "Ease of doing business ranking was done by World Bank through Doing Business Report from 2002 to 2020… World Bank had discontinued its Doing Business Report in 2020." The report was withdrawn after an independent review commissioned by the Bank found data irregularities affecting several countries' scores in the 2018 and 2020 editions. Whatever one concludes about India's own numbers, the yardstick the manifesto cited no longer exists and cannot be used to verify either the past claim or subsequent progress.
India's domestic substitute has stalled too. The Business Reforms Action Plan, run by DPIIT since 2014, grades states as Top Achievers, Achievers, Fast Movers or Aspirers on reform implementation. Two sentences in the answer matter: "The BRAP ranking across States has been discontinued after the initial years", and "The latest assessment under the BRAP was conducted for the year 2022." A BRAP 2024 round was designed, with 30 per cent weight on evidence and 70 per cent on user feedback, but its results are not reported here.
So as of August 2025 there is no current national measure of ease of doing business in India — not the World Bank's, not the government's own — and the accuracy of this claim is therefore recorded as unverifiable.
On the promise that can be assessed in principle — increasing the capacity of the legal system to enforce contracts and resolve disputes — this answer says nothing, and no figures on judicial vacancies, commercial court disposal or average time to enforce a contract appear in any document we hold. Commercial courts were established under a 2015 Act and mediation was made a pre-institution requirement in 2018, both before this promise; whether capacity increased significantly in the five years after it is not evidenced.
BJP Sankalp Patra 2019 — Lok Sabha election manifesto
“Through this Sankalp Patra, you would get a glimpse of the challenges of the yesteryears, the indomitable efforts made by 130 crore Indians to overcome those challenges and our collective vision for the future… There are two commitments that I am extremely passionate about — doubling of farmer income and housing for all, by the year 2022.”
Lok Sabha Unstarred Question No. 2676, Business Reforms Action Plan — answer by the Ministry of Commerce and Industry
“Department for Promotion of Industry and Internal Trade (DPIIT) does not maintain rankings for States/UTs on Ease of Doing Business. As part of the DPIIT Business Reform Action Plan (BRAP) exercise, States/UTs are assessed on the basis of their implementation of designated reform parameters into following four percentage-based categories: 1. Top Achievers – score above 90%, 2. Achievers – score between 80% to 90%, 3. Fast Movers – score between 70% to 80%, and 4. Aspirers – score below 70%… Business Reforms Action Plan (BRAP) is assessed through a structured three-step methodology comprising evidence submission, user data collection, and independent user feedback… In the BRAP 2022, these categories were determined through 100% feedback. In BRAP 2024, 30% weightage has been assigned to evidence submission and 70% to user feedback… Ease of doing business ranking was done by World Bank through Doing Business Report from 2002 to 2020… The BRAP ranking across States has been discontinued after the initial years. World Bank had discontinued its Doing Business Report in 2020… The latest assessment under the BRAP was conducted for the year 2022.”
