First uncrewed experimental mission targeted for Q4 2026; first crewed flight targeted by 2027
Lok Sabha Unstarred Question No. 2933, Gaganyaan Mission and Bharatiya Antariksh Station — answer by the Department of Space
The 2019 promise is about a specific outcome: "we are committed to ensuring that 'Gaganyaan' successfully demonstrates our scientific capabilities of executing a manned mission in space."
That demonstration has not happened. The Department of Space told the Lok Sabha on 5 August 2026 that "The first uncrewed experimental mission to validate various technologies that are being developed for the first time including Vyommitra half-humanoid is targeted in Q4 of 2026. Further, two uncrewed mission in identical configuration of first crewed mission and the first crewed mission are targeted by 2027."
Read that carefully: as of August 2026, even the first uncrewed test flight is still ahead. Gaganyaan was announced from the Red Fort in 2018 with a target of 2022, India's seventy-fifth year of independence. Eight years on, the schedule has moved to 2027 for a crewed flight, one term after the term in which the promise was made.
The engineering behind it is not nothing, and the answer sets it out in detail. On the launch vehicle: "Human Rated Launch Vehicle (HLVM3): Development and ground testing of all propulsion stages and structures completed." On the spacecraft: "Propulsion systems for Crew Module and Service Module developed, tested and qualified", with an engineering model of the Environmental Control and Life Support System realised, and the deceleration system, crew module up-righting system, thermal protection and end-to-end avionics developed and tested. On escape: "5 types of motors developed and static tested. All the CES structures are realised and qualified." Ground infrastructure includes an orbital module preparation facility, a Gaganyaan control centre, crew training facility and a second launch pad. Recovery assets and plans are finalised.
Money and partnerships followed: "The budgetary allocation of ₹20,193Cr towards accomplishment of 8 missions was approved by Union Cabinet in September, 2024" — a decision taken after the term ended. International support has been assembled with the European Space Agency for network operations, the Australian Space Agency for crew recovery, CNES for flight surgeon training, and Roscosmos for crew seats, viewports, flight suits and the first Gaganyatris' generic training.
None of that is the promise. Human spaceflight is genuinely hard and slipping schedules are the norm across every space programme that has attempted it; the manifesto chose to promise the demonstration anyway. On the record as it stands, it has not been delivered. Our verdict is not supported, and this entry should be revisited when the first uncrewed mission flies.
BJP Sankalp Patra 2019 — Lok Sabha election manifesto
“Through this Sankalp Patra, you would get a glimpse of the challenges of the yesteryears, the indomitable efforts made by 130 crore Indians to overcome those challenges and our collective vision for the future… There are two commitments that I am extremely passionate about — doubling of farmer income and housing for all, by the year 2022.”
