3.13 crore rural houses constructed against an overall target of 4.95 crore
Lok Sabha Unstarred Question No. 3887, Achievement of Target under PMAY-G — answer by the Ministry of Rural Development
The 2019 manifesto makes this promise twice, once in the headline "Sujal/Saashray" box and once in the housing section, with the same date both times: "We will ensure a pucca house to every family who are living in a kuchha house by 2022", and "We will ensure pucca houses for families living in kuchha houses by 2022."
It is the same commitment the 2014 manifesto made, to the same year. That repetition is the first thing to notice: by 2019 the target date was three years away and the programme had been running since 2016, and the party chose to restate the deadline rather than move it.
It was not met. The Ministry of Rural Development told Parliament on 11 August 2026 that under the rural programme, "against the overall target of 4.95 crore houses, cumulative target of 4.18 crore houses have been allocated to the States/UTs, 3.92 crore houses have been sanctioned and 3.13 crore houses have been constructed." Four years after the promised date, the scheme is at 63 per cent of its own target, and that target has since been extended to 2029.
What has been built is nonetheless very large, and it is still moving: "In the last two years and the current financial year (2026-2027 till date), 97.66 lakh houses have been sanctioned and 54 lakh houses have been completed (inclusive of sanctions issued in previous years)." A programme adding roughly half a crore completed houses every two years is not stalled.
Two measurement points a reader should keep. The gap between 3.92 crore sanctioned and 3.13 crore constructed — 79 lakh — is houses funded but unfinished, and the answer does not say how long they have been pending. And the target itself is the scheme's, based on households identified through its permanent wait list; "every family living in a kuchha house", the manifesto's own denominator, is not the same set, and no national count of the difference is published.
No CAG performance audit of the national programme is in our corpus, so the figures are the ministry's own. The evaluations it cites — by NIPFP, NIRD&PR, NITI Aayog and IIM Ahmedabad — were commissioned by it.
A promise dated 2022, made twice, delivered at scale and still incomplete in 2026. Our verdict is partly accurate.
BJP Sankalp Patra 2019 — Lok Sabha election manifesto
“Through this Sankalp Patra, you would get a glimpse of the challenges of the yesteryears, the indomitable efforts made by 130 crore Indians to overcome those challenges and our collective vision for the future… There are two commitments that I am extremely passionate about — doubling of farmer income and housing for all, by the year 2022.”
