Mahila Shakti Kendra discontinued with effect from 1 April 2022
Lok Sabha Unstarred Question No. 1124, Mahila Shakti Kendra — answer by the Ministry of Women and Child Development
Two corrections before the assessment.
Mahila Shakti Kendra is not in the 2019 manifesto. The scheme was approved in November 2017, more than a year before it was published. And it no longer exists: the Ministry of Women and Child Development told the Lok Sabha on 25 July 2025 that after "A third party evaluation study of MSK scheme… conducted by NITI Aayog in 2020… the scheme was discontinued with effect from 01.04.2022."
A scheme created in 2017, evaluated in 2020 and closed in 2022 — inside the term this entry belongs to. The answer does not publish the evaluation's findings, so why it was closed is not on the record; what is on the record is that the government's own assessment led it to stop.
What the 2019 manifesto did promise rural women is broader: "to ensure financial empowerment among women in rural and semi-rural areas and create better employment opportunities for them, we will make every effort to ensure access to credit and other resources, capacity building, market and distribution network for women entrepreneurs, SHGs and women farmers."
That work continued, through a different vehicle. The self-help group architecture under the National Rural Livelihoods Mission — community institutions, revolving funds, bank linkage, community resource persons — is where credit and capacity building for rural women actually happen, and its Lakhpati Didi programme is assessed separately in this corpus. On that limb, the promise was pursued.
One detail in the same answer is worth carrying forward because it recurs in this corpus. Beti Bachao Beti Padhao, now a component of the SAMBAL vertical of Mission Shakti, funds districts on a sliding scale by sex ratio at birth — ₹40 lakh a year where the ratio is 918 or below, ₹30 lakh between 919 and 952, ₹20 lakh above 952 — and "The States/UTs have been authorised to utilize upto 25% of the total allocation for advertisements and media advocacy". A quarter of a girl-child scheme's budget may lawfully be spent on publicity.
Our verdict is lacks context.
BJP Sankalp Patra 2019 — Lok Sabha election manifesto
“Through this Sankalp Patra, you would get a glimpse of the challenges of the yesteryears, the indomitable efforts made by 130 crore Indians to overcome those challenges and our collective vision for the future… There are two commitments that I am extremely passionate about — doubling of farmer income and housing for all, by the year 2022.”
