7,41,95,939 enterprises on the Udyam Registration Portal and 41,98,176 on the Udyam Assist Platform as of 31 December 2025
Lok Sabha Unstarred Question No. 188, Udyam Registration and Udyam Assist Platforms — answer by the Ministry of Micro, Small and Medium Enterprises
The 2019 manifesto's MSME commitment is about credit, not registration: "The Credit Guarantee Scheme of the Government of India is an important component wherein loans to MSME are guaranteed. Under this alone, the credit of around Rs.19,000 crore was achieved in 2017-18. We would aim to take this figure to Rs.1,00,000 crore by 2024." This entry was imported as a promise to "register and provide credit to 6 crore MSMEs"; the six-crore figure is not in the manifesto.
On registration — the part that is easy to measure — the numbers are very large. The Ministry of Micro, Small and Medium Enterprises told the Lok Sabha on 29 January 2026 that as of 31 December 2025 the Udyam Registration Portal held 7,41,95,939 registered enterprises, with a further 41,98,176 on the Udyam Assist Platform, launched on 11 January 2023 specifically "for bringing Informal Micro Enterprises (IMEs) into the formal economic framework."
Nearly 7.9 crore enterprises on a government register, up from a few tens of lakhs under the old Udyog Aadhaar memorandum, is a real change in the visibility of India's smallest businesses. It matters practically: registration is what qualifies an enterprise for priority sector lending, delayed-payment protection, public procurement preference and the credit guarantee itself.
Two qualifications on the count. Registration is free, online and self-declared, integrated with PAN and GST but not verified beyond that; the register counts enterprises that signed up, not enterprises still trading. And formalisation on a portal is not the same as formalisation in fact — an informal micro enterprise with a Udyam Assist certificate is still, in most respects, an informal micro enterprise.
On the credit target the promise actually set, this answer is silent. Guarantees under the Credit Guarantee Fund Trust for Micro and Small Enterprises have grown substantially since 2019 — the scheme's coverage limits and guarantee ceilings were raised repeatedly, and the Emergency Credit Line Guarantee Scheme of 2020 moved very large sums under a separate guarantee — but we hold no primary document reporting CGTMSE guarantee approvals against the ₹1,00,000 crore mark, and we will not restate a figure we cannot source. That half of the promise is recorded as untested.
Formalisation delivered well beyond any number in the manifesto; the credit target it did name cannot be verified from the documents we hold. Our verdict is lacks context.
