20,149 Jan Aushadhi Kendras open as on 30 June 2026; product basket of 2,110 medicines and 315 surgicals and devices
Lok Sabha Unstarred Question No. 1029, Jan Aushadhi Kendras — answer by the Ministry of Chemicals and Fertilizers
A note on the claim. This entry was imported as a 2019 promise of "10,000 generic medicine stores in every district". Neither the 2014 nor the 2019 manifesto mentions Jan Aushadhi at all — we checked both documents. The promise is in the 2024 manifesto, and it names no number: "We will expand the Jan Aushadhi Kendra network to provide high-quality low-cost medicines to citizens across the country." A separate imported entry making the same claim for 2014 has been removed rather than duplicated.
On the promise as actually made, the record supports it. The Ministry of Chemicals and Fertilizers told the Lok Sabha on 24 July 2026: "As on 30.06.2026, a total of 20,149 Jan Aushadhi Kendras (JAKs) have been opened across the country." The network has roughly doubled since 2024.
What they stock matters as much as how many there are, and the answer is specific: "The product basket under the Pradhan Mantri Bhartiya Janaushadhi Yojna has 2,110 medicines and 315 surgicals, medical consumables and devices, covering all major therapeutic groups, such as cardiovascular, anti-cancer, anti-diabetic, anti-infectives, anti-allergic and gastro-intestinal medicines and nutraceuticals. Almost all generic medicines included in the National List of Essential Medicines, except lab reagents and vaccines, are part of this product basket." A basket that covers nearly the whole essential medicines list is a substantive answer to the affordability problem, not a token one.
Three qualifications belong with the numbers.
The savings figure is an estimate with an assumption inside it. "In the last 12 years, estimated savings of about ₹45,000 crore have accrued to citizens, when compared against the prices of branded medicines." That comparison treats every Jan Aushadhi purchase as a branded purchase avoided. Some buyers would otherwise have bought a cheaper unbranded generic, or gone without; the true saving is smaller than the arithmetic implies, though the direction is not in doubt.
Reach follows entrepreneurs, not need. The scheme runs on "a franchise-like model", with individuals, NGOs, societies, trusts and companies applying online, and a store code issued only once a valid drug licence and the prescribed agreements are in place. That is a sensible way to scale quickly. It also means kendras open where someone finds it commercially viable to open one, which is not necessarily where affordable medicine is scarcest.
And availability inside the store is not reported. The answer says "Continuous monitoring and appropriate corrective measures are undertaken to minimize stock shortage", but publishes no figure for stock-out rates against the 2,110-item basket. Evaluation, it says, is "on the basis of their sale performance" — a measure of turnover, not of whether a patient found the medicine they came for.
No CAG audit of the scheme has been tabled. On the promise as written — expand the network — the expansion is documented and substantial. Our verdict is accurate.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”
