15 compute providers empanelled, 93.18 lakh GPU hours sanctioned to 237 users, 27 AI labs, 58 AI Centres of Excellence approved
Lok Sabha Unstarred Question No. 2825, Implementation of the IndiaAI Mission — answer by the Ministry of Electronics and Information Technology
The 2024 promise on artificial intelligence is a sentence about ambition rather than a target: "We will develop a comprehensive ecosystem under the IndiaAI mission, driving AI innovation through collaborative strategic programs and partnerships to position Bharat as a global leader in AI innovation and build domestic capacities to ensure tech sovereignty."
There is no number in it — no compute capacity, no model, no date, no budget. That matters for how this entry is graded. "Global leader" and "tech sovereignty" cannot be measured against a document; what can be measured is whether the ecosystem the sentence promises is being built. On that, the ministry's answer to the Lok Sabha of 5 August 2026 is detailed.
On compute, which is the binding constraint for AI work in India: 15 compute service providers have been empanelled, and access is sold to startups, MSMEs, researchers, academic institutions, students and government bodies "at subsidised rates of up to 40%" through a public portal. So far "237" end-users and projects have been supported, with "approximately 93.18 lakh" GPU hours sanctioned. A high-performance system of "approximately 1.1 EFLOPS is being established at the NIC Data Centre, Shastri Park, Delhi" — the first piece of state-owned AI compute at that scale.
On skills: "27 India Data and AI Labs established, supporting training for more than 3,500 students", with "188 additional Labs" identified across ITIs and polytechnics. On institutions: a scheme for "58 AI Centres of Excellence (AI-CoEs)" approved with states and industry partners.
The budget line is the part that invites caution. The mission's allocation was ₹173 crore in 2024-25 and ₹800 crore in 2025-26. Those are allocations, not expenditure — the answer does not say how much was spent — and they are modest against the scale of the ambition in the sentence being tested.
Two limits on this entry. The term runs to 2029, so this is an interim reading and the delivery is recorded as too early rather than judged. And the accuracy field is recorded as unverifiable because the claim, as written, states no measurable outcome: a mission that spends nothing and a mission that produces a frontier model would both satisfy "driving AI innovation through collaborative strategic programs". We will revisit this entry when the mission publishes outcome measures, or when an audit of it is tabled.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”
Lok Sabha Unstarred Question No. 2825, Implementation of the IndiaAI Mission — answer by the Ministry of Electronics and Information Technology
“India AI Mission has seven pillars including development of AI models, applications, datasets, talent development and affordable compute. Progress under IndiaAI Mission till date: Affordable compute: Compute resources are made available to startups, MSMEs, researchers, academic institutions, students and Government entities at subsidised rates of up to 40% through the IndiaAI Compute Portal… Compute Service Providers empaneled: 15; Number of end-users/projects supported: 237; GPU hours sanctioned: approximately 93.18 lakh; A High-Performance AI Compute System of approximately 1.1 EFLOPS is being established at the NIC Data Centre, Shastri Park, Delhi… 27 India Data and AI Labs established, supporting training for more than 3,500 students. 188 additional Labs have been identified for establishment across ITIs/Polytechnics… a scheme for establishment of 58 AI Centres of Excellence (AI-CoEs) has been approved… The budgetary allocation under the IndiaAI Mission during the last two years is as follows: 2024-25 — 173 Rs. Cr; 2025-26 — 800 Rs. Cr.”
