Manufacturing 14.8 per cent of gross value added in 2025-26 (provisional), against 14.7 per cent in 2022-23
Lok Sabha Unstarred Question No. 3990, GVA Share of the Manufacturing Sector — answer by the Ministry of Statistics and Programme Implementation
Start with the number everybody cites, because it is not a manifesto promise. "Manufacturing to 25 per cent of GDP" comes from the National Manufacturing Policy of 2011, framed by the previous government, which set that share as a goal for 2022. Make in India adopted the ambition when it launched in 2014; no BJP manifesto — 2014, 2019 or 2024 — states it. We searched all three. This entry was imported carrying that target and it has been corrected.
What the 2024 manifesto actually says is directional: "We will make Bharat a trusted Global Manufacturing Hub through a series of programmes including simplification of regulatory processes, investment in infrastructure to meet the requirements of manufacturing hubs, bringing capital to the industry and investing in research and development." No number, no date.
The trend it sits on is measurable, and the Ministry of Statistics and Programme Implementation gave it to the Lok Sabha on 12 August 2026: manufacturing's share of gross value added at current prices was 14.7 per cent in 2022-23, 14.7 per cent in 2023-24, 14.5 per cent in 2024-25 and 14.8 per cent in 2025-26 provisionally.
Flat. Across a decade of Make in India, eight years of production-linked incentive schemes covering fourteen sectors, and a corporate tax cut in 2019 aimed squarely at manufacturers, manufacturing's weight in the economy has not moved. India's growth in this period came from services and construction.
One methodological caution belongs here. MoSPI "revised the base year of the National Accounts Statistics from 2011-12 to 2022-23, and the revised series was released in February 2026." Figures on the new series cannot be compared directly with the 2011-12 base numbers usually quoted for 2014, which is why this entry uses only the four years the ministry publishes on the new base.
Two things are true at once and both belong in the record. Specific manufacturing sectors have grown very fast — mobile phone production from about ₹18 thousand crore in 2014-15 to about ₹6.27 lakh crore in 2025-26, electronics goods production seven-fold, twelve semiconductor projects approved. And the aggregate share has not shifted, which means those gains have been offset elsewhere or are too small relative to the whole economy to show.
The term runs to 2029, so this is recorded as too early rather than judged. What can be said is that the target this promise is usually measured against was never in the manifesto, and the measure that exists has been flat.
Our verdict is lacks context.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”
Lok Sabha Unstarred Question No. 3990, GVA Share of the Manufacturing Sector — answer by the Ministry of Statistics and Programme Implementation
“The Ministry of Statistics and Programme Implementation (MoSPI) has revised the base year of the National Accounts Statistics from 2011-12 to 2022-23, and the revised series was released in February 2026. As per the revised series (2022-23 base), the contribution of the Manufacturing sector to India's Gross Value Added (GVA) at current prices and the growth rate of Manufacturing GVA at constant prices during the period 2022-23 to 2025-26 are given below: Share of Manufacturing in total GVA (in %) — 2022-23: 14.7; 2023-24: 14.7; 2024-25 (FRE): 14.5; 2025-26 (PE): 14.8.”
