Lok Sabha Unstarred Question No. 2283, Sale of Nano Urea — answer by the Ministry of Chemicals and Fertilizers
The imported version of this claim bundled nano urea with One Nation One Fertiliser. The manifesto keeps them apart, and its nano urea commitment is short: "We have started using nano-urea to ensure continued soil fertility in Indian farmlands. We will further expand access to and encourage adoption of Nano Urea."
Access is expanding. In Rajasthan, the one state for which we found figures, 1,03,73,705 bottles of nano urea and 28,00,128 bottles of nano DAP had been sold under the Fertilizer Control Order between launch and 31 March 2026. IFFCO ran a nationwide promotion campaign under which it conducted "660 Nano Urea Plus field trials across 100 districts in 21 States… covering all 15 agro-climatic zones of the country". Krishi Vigyan Kendras, state agriculture departments, drone demonstrations and mobile vans are all in the ministry's account of how adoption is being encouraged. On the promise as written, this is real movement.
Two things qualify it.
The first is how far "access" has actually reached. The government's own retail network for fertiliser is the Pradhan Mantri Kisan Samriddhi Kendra. In Rajasthan, "Out of 9526 Pradhan Mantri Kisan Samriddhi Kendras… 1977 PMKSKs are regularly stocking and selling Nano Urea and Nano DAP as on 1st April 2026." Four in five of the state's own outlets do not regularly carry the product the manifesto promised to expand access to. That is a fact about supply, or about demand, or both — the answer does not say which — but it is the number that bears directly on the word "access".
The second is the sequence of the evidence. Nano urea is a novel product: a foliar spray of nitrogen nanoparticles proposed as a partial substitute for granular urea. Whether it can replace conventional urea, and by how much, is a live agronomic question, and India's agricultural scientists have not settled it.
The dates in the ministry's answer are worth reading in order. The Department of Fertilizers signed an MoU with the National Productivity Council on 5 March 2024 — five weeks before this manifesto — to study "Evaluating Efficacy, Utility and Impact of Nano Urea in comparison to Conventional Urea". A Phase-II study, to evaluate "the extent of replacement of Conventional Urea by Nano Urea", was signed on 14 November 2025. An ICAR network project on nano urea's effect on crop productivity and nitrogen use efficiency was signed on 3 November 2025 and runs for five years. A separate ICAR project on soil health and nutrient uptake, worth ₹1.60 crore, runs 2024-26.
So the promotion came first and the evaluation is running behind it, with the definitive multi-zone trial not due to report until around 2030. What the ministry can report today is preliminary and carefully hedged: "As per the NPC assessment based on the farmers feedback, crop yield in the tobacoo (Gujarat), Coriander (Madhya Pradesh), Chilli (Andhra Pradesh, Gujarat, Uttar Pradesh), Garlic (Madhya Pradesh) improved as a result of mixed use of Nano Urea and Conventional Urea." Farmer feedback on mixed use of both products is not a measurement of nano urea's effect, and the ministry does not present it as one.
Partly delivered, and recorded as lacking context: the distribution effort is genuine and mid-course, and a promise made on the premise that nano urea "ensure[s] continued soil fertility" is being tested by the government's own studies at the same time as it is being scaled.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”

“(a) A total of 1,03,73,705 bottles of Nano Urea (500 ml equivalent) and 28,00,128 bottles of Nano DAP (500 ml equivalent) has been sold under Fertilizer Control Order from the launch of the said products up to 31st March, 2026 in the State of Rajasthan. (b) Out of 9526 Pradhan Mantri Kisan Samriddhi Kendras in the State of Rajasthan, 1977 PMKSKs are regularly stocking and selling Nano Urea and Nano DAP as on 1st April 2026. (c) to (e) With the support of the Department of Fertilizers, IFFCO, India's leading Nano Fertilizer company, launched the nationwide campaign… As part of the campaign, IFFCO conducted 660 Nano Urea Plus field trials across 100 districts in 21 States, including Tonk and Sawai Madhopur districts in the State of Rajasthan, covering all 15 agro-climatic zones of the country.”
Lok Sabha Unstarred Question No. 2326, Adoption of Nano Urea and Nano DAP — answer by the Ministry of Chemicals and Fertilizers
“(c) In order to assess the impact of Nano fertilizers, an MoU has been signed between National Productivity Council (NPC) of India and Department of Fertilizers on 5th March, 2024 to undertake the study of Nano Urea on 'Evaluating Efficacy, Utility and Impact of Nano Urea in comparison to Conventional Urea'. A Phase-II study by NPC has also been signed on 14.11.2025 for evaluating the extent of replacement of Conventional Urea by Nano Urea. As per the NPC assessment based on the farmers feedback, crop yield in the tobacoo (Gujarat), Coriander (Madhya Pradesh), Chilli (Andhra Pradesh, Gujarat, Uttar Pradesh), Garlic (Madhya Pradesh) improved as a result of mixed use of Nano Urea and Conventional Urea. Additionally, an MoU has been signed with ICAR on 03.11.2025 for undertaking a Network Project on the evaluation of nano urea on crop productivity and nitrogen use efficiency in diverse Agro-Ecological zones of India… for a period of five years. Furthermore, ICAR has also initiated a 2024-26 project funded by the Indian Council for Fertilizers and Fertilizer Technology Research (ICFFTR), with a total outlay of Rs.160 lakh, to evaluate the impact of Nano Fertilizers on crop growth, soil health, and nutrient uptake across various agro-ecological zones.”
