Constitution (129th Amendment) Bill, 2024 and Union Territories Laws (Amendment) Bill, 2024 introduced on 17 December 2024
Lok Sabha Unstarred Question No. 4228, One Nation One Election — answer by the Ministry of Law and Justice
The 2024 promise is procedural, and that makes it easier to keep than the 2019 version: "We have set up a High Powered Committee to examine the issues of conducting simultaneous elections and will work towards the implementation of the recommendations of the Committee." A separate line adds: "We will make provisions for a common Electoral Roll."
On the first, the government has done what the sentence describes. The Ministry of Law and Justice told the Lok Sabha on 20 December 2024 that it "has introduced in Lok Sabha on 17-12-2024, a Bill, namely, the Constitution (One Hundred and Twenty-ninth Amendment) Bill, 2024 which seeks to insert a new article 82A and to amend the articles 83 and 172 of the Constitution and another Bill, namely the Union Territories Laws (Amendment) Bill, 2024, so as to enable the holding of simultaneous elections to the House of the People and Legislative Assemblies together". The High Level Committee under former President Ram Nath Kovind reported, and legislation followed within eight months of the manifesto. Measured against "work towards the implementation", that is delivery.
Measured against actually holding simultaneous elections, it is the beginning. Both Bills were referred to a joint committee of Parliament rather than passed. An amendment inserting article 82A requires a two-thirds majority in each House and, because it touches the terms of state legislatures, ratification by not less than half the state legislatures. The government has not claimed those numbers, and the ministry's answer argues the federalism question rather than reporting agreement on it — noting that "the first four General elections to the House of the People and all the State Legislative Assemblies were held simultaneously" and that the proposal "does not affect the federal autonomy of States".
Two limits on scope belong in the record. The Bills cover the Lok Sabha and state assemblies; local bodies, which the 2019 version of this promise explicitly included, are governed by state law and state election commissions and are not in this amendment. And on the common electoral roll, the committee "recommended that article 325 may suitably be amended to the effect that the ECI shall make the electoral roll and Elector's Photo Identity Card in consultation with the State Election Commissions" — a recommendation, not yet a law.
The term runs to 2029. On the promise as written the process has moved; on the outcome it names, nothing has yet changed. Our verdict is partly accurate.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”
