2,487 of 2,498 sanctioned anganwadi centres operational; new buildings completed in 714
Lok Sabha Unstarred Question No. 3232, PM-JANMAN — answer by the Ministry of Women and Child Development
PM JANMAN was launched in November 2023, before this manifesto, and the 2024 promise is to fund it: "We will invest ₹24,000 crore through PM JANMAN to bring the socio-economic status of the Particularly Vulnerable Tribal Group on par with society."
The mission's shape is set out by the Ministry of Women and Child Development in its answer of 7 August 2026: it "is aimed at targeted development of 75 Particularly Vulnerable Tribal Groups (PVTGs) residing in 18 States and a UT" and "focuses on 11 interventions related to 9 Ministries" — housing, roads, water, electricity, mobile connectivity, health, education, nutrition, hostels, skilling and multipurpose centres.
This answer covers one of those eleven interventions, and it is the one where the gap between sanction and delivery is easiest to see. "A total of 2498 Anganwadi Centres (AWCs) have been sanctioned for construction @ Rs 12 lakh per AWC during the three Financial Years i.e FY 2023-24, 2024-25 and 2025-26. Out of the 2498 sanctioned AWCs, 2487 AWCs have become operational and construction of new buildings has been completed in 714 AWCs."
Read those two numbers together. Almost every sanctioned centre is operational — which is good, because children are being fed and weighed somewhere. But new buildings are finished in 714 of 2,498, so roughly 1,773 centres are running from borrowed rooms, community halls or temporary structures rather than the purpose-built premises the ₹12 lakh per centre was sanctioned for. In remote PVTG habitations, which is precisely where this mission operates, a building is not a cosmetic detail: it is what allows a centre to store food, hold a growth-monitoring session and stay open in the monsoon.
The distribution is concentrated: Madhya Pradesh has 704 of the sanctioned centres, Tripura 221, Chhattisgarh 191, Maharashtra 178.
Two limits on what this fact-check can conclude. It covers one intervention of eleven; the housing, road, water and connectivity components are administered by other ministries and are not in this answer. And no expenditure figure against the ₹24,000 crore the manifesto names appears here or in any document we hold, so whether the investment promise is on track cannot be assessed yet. No CAG audit of the mission has been tabled.
The term runs to 2029. On what is visible, the mission is operating at scale in the hardest-to-reach places and its physical infrastructure is well behind its sanctions. Our verdict is lacks context.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”
