12 approved manufacturing projects with about ₹1.64 lakh crore of investment commitments; three plants in commercial production
Lok Sabha Starred Question No. 246, Promotion of Semiconductor Manufacturing and Strengthening of Electronics Ecosystem — answer by the Ministry of Electronics and Information Technology
The 2024 promise is short: "Building on our success of electronics industry, will deepen our component ecosystem and take semiconductor design and manufacturing to a new level to become one of the global majors in chip manufacturing."
The Ministry of Electronics and Information Technology answered a question covering exactly this on 5 August 2026, and it is worth separating the two industries the answer discusses, because they are not the same thing.
The first is electronics assembly, where the numbers are large and the growth is real. Production of electronics goods rose from about ₹1.9 lakh crore in 2014-15 to about ₹13.11 lakh crore in 2025-26; mobile phone production from about ₹18 thousand crore to about ₹6.27 lakh crore; mobile phone exports from about ₹15 hundred crore to about ₹2.59 lakh crore. "India has now reached a point where ~99.2% of the mobile phones being used in India are made in India", and smartphones, absent from the top hundred exports in 2014, are now India's largest single exported commodity. The sector supports about 25 lakh direct and indirect jobs, a figure the ministry attributes to "industry estimates" rather than its own measurement.
The second is semiconductor fabrication, which is what the promise is about, and here the record is early. The Semicon India Programme was launched in January 2022. "Under the Semicon India Programme, Government has approved 12 manufacturing projects spanning across 6 states namely Andhra Pradesh, Assam, Gujarat, Punjab, Odisha and Uttar Pradesh with total investment commitments of about ₹1.64 lakh crore. Out of these 12 projects, commercial production has already commenced from three plants."
Three plants producing, out of twelve approved. And "investment commitments" is what companies have undertaken to spend, not what has been spent — the answer gives no figure for capital actually deployed. Nor does it give the numbers that would show where India sits globally: chips produced, wafer capacity, or the process node any of these plants runs at. India's approved projects are overwhelmingly in packaging and testing and in legacy-node fabrication; the leading edge, where the "global majors" compete, is not in this list.
A second phase was approved on 15 July 2026 — "Semicon 2.0… with an outlay of ₹1.27 lakh crore", built on six pillars covering chip design, equipment and materials, more fabs, packaging, R&D and talent. That is a large further commitment, made two years into the term.
The term runs to 2029, so delivery is recorded as too early. The manifesto's own test is "one of the global majors in chip manufacturing", and on the evidence available India is at the stage of building its first plants. Money has been committed at a scale that makes the ambition credible; production has not yet followed at a scale that makes it true. Our verdict is lacks context.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”
Lok Sabha Starred Question No. 246, Promotion of Semiconductor Manufacturing and Strengthening of Electronics Ecosystem — answer by the Ministry of Electronics and Information Technology
“Production of electronics goods: ~1.9 Lakh Cr in 2014-15, ~13.11 Lakh Cr in 2025-26 (increased 7 times). Export of electronics goods: ~38 thousand Cr to ~4.24 Lakh Cr (11 times). Production of mobile phones: ~18 thousand Cr to ~6.27 Lakh Cr (33 times). Export of mobile phones: ~15 hundred Cr to ~2.59 Lakh Cr (165 times)… India has now reached a point where ~99.2% of the mobile phones being used in India are made in India… As per industry estimates, India's electronics manufacturing sector supports ~25 lakh jobs (direct and indirect)… the Government launched Semicon India Programme in January 2022 for setting up of semiconductor fabs, display fabs semiconductor packaging… Under the Semicon India Programme, Government has approved 12 manufacturing projects spanning across 6 states namely Andhra Pradesh, Assam, Gujarat, Punjab, Odisha and Uttar Pradesh with total investment commitments of about ₹1.64 lakh crore. Out of these 12 projects, commercial production has already commenced from three plants… the Union Cabinet has approved Semicon 2.0 on 15.07.2026 with an outlay of ₹1.27 lakh crore.”
