₹95,692.31 crore central provision for VB-G RAM G in 2026-27; total outlay expected above ₹1.51 lakh crore
Lok Sabha Unstarred Question No. 3977, Vision of Viksit Bharat, 2047 — answer by the Ministry of Rural Development
We keep this entry because readers will look for it, and the honest answer is that there is nothing here to check.
"Viksit Bharat by 2047" runs through the 2024 Sankalp Patra as its organising idea. It appears in the opening narrative, in the party president's message — "the immense responsibility that was placed upon us to define the Vision of Viksit Bharat" — and in the closing appeal. What it does not appear as, anywhere in the document, is a promise with a content: no definition of what would make India a developed nation, no income threshold, no index, no target date short of 2047, no intermediate milestone against which the 2024-29 term could be judged.
That is not a criticism of the party for having a long-horizon vision. It is a statement about what a promise-tracker can do. A commitment that names no measurable outcome cannot be found kept or broken, and we will not manufacture a yardstick the manifesto declined to supply. The 2019 manifesto's $5 trillion pledge, by contrast, named a figure and a year, and we grade it accordingly.
What can be recorded is what governments do in the name of the vision, and one item is substantial enough to note here. The Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 — VB-G RAM G — replaced the existing rural employment guarantee framework. The Ministry of Rural Development describes its primary objective as aligning rural development "with the national vision of Viksit Bharat @2047" and states its terms: a statutory guarantee of 125 days of wage employment a year for rural households whose adults volunteer for unskilled manual work, with 25 of those days guaranteed outside a 60-day peak agricultural season notified by each state. Funding is shared 90:10 with north-eastern, Himalayan states and the named union territories and 60:40 elsewhere. For 2026-27 the central provision is ₹95,692.31 crore, with total outlay expected above ₹1.51 lakh crore — described by the ministry as the largest budget-estimate allocation ever for a rural employment programme.
Whether the new Act delivers more employment than the framework it replaced is a question for a separate entry, and one that needs expenditure and person-days data rather than budget estimates. We will open it when those are published.
Recorded as unverifiable and too early: a vision statement, tracked here so that readers can see it is a vision statement.
BJP Sankalp Patra 2024 — Modi Ki Guarantee
“This Sankalp Patra outlines the collective aspirations and goals of our nation, by our nation and for our nation. As you have seen in the last ten years, it is Modi's Guarantee that every promise made is fulfilled… In the next five years, with your blessings, it is Modi's Guarantee that we will work 24 by 7 for 2047.”

“(a) to (c): The primary objective of the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) VB-G RAM G Act, 2025, is to align the rural development framework with the national vision of Viksit Bharat @2047 by providing an enhanced statutory wage employment guarantee of one hundred and twenty-five days in each financial year to such rural households whose adult members volunteer to undertake unskilled manual work… with every rural household statutorily guaranteed twenty-five days of employment outside the sixty days in a financial year peak agricultural season notified by the State… For the financial year 2026-27, a Central share provision of Rs. 95,692.31 crore has been made for the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin), representing the largest allocation ever for rural employment programme at Budget Estimate Stage. With the inclusion of the corresponding estimated State share, the total programme outlay is likely to exceed Rs. 1.51 lakh crore.”
