1. सितंबर 2009 में गठित निर्माण-कामगार कल्याण बोर्ड ने मार्च 2023 तक कभी वार्षिक बजट बनाया ही नहीं — एक बार भी नहीं।

2. मार्च 2023 तक चार चयनित जिलों में राज्य के प्रवासी कामगार अधिनियम के तहत 25,163 प्रवासी मज़दूर पंजीकृत थे, और उनमें से एक भी निर्माण-कामगार अधिनियम के तहत पंजीकृत नहीं था।

3. मेघालय ने निर्माण-कामगार अधिनियम के तहत अपने नियम अधिनियम बनने के बारह वर्ष बाद बनाए, और सरकारी निर्माण प्रतिष्ठानों का पंजीकरण तब भी अधूरा था; राज्य के पास कुल मज़दूरों की संख्या का कोई आँकड़ा नहीं था।

   “Government of Meghalaya (GoM) framed the Meghalaya Building and Other Construction Workers' (Regulation of employment and Conditions of Service) Rules, 2008 (Rules) for implementation of the Building and Other Construction Workers Welfare Cess Act in the State after a delay of 12 years from the enactment of the BOCW Act... 4. जाँची गई 46 भवन-योजना स्वीकृतियों में ₹7.50 लाख का उपकर कम वसूला गया, क्योंकि निर्माण-लागत निर्धारित दर-सूची से कम आँकी गई।

   “Audit test-checked 46 approvals (35 per cent) and observed that an amount of ₹ 7.50 lakh was short-realised due to calculation of the estimated cost of the building/ construction at rate less than that prescribed by the SoR 2021-22.”Overview
