First, a correction that matters: the widely quoted "two crore jobs a year" does not appear in the 2014 manifesto. Read in full, the manifesto commits to making job creation central to the economic model and to prioritising manufacturing so as to create enough jobs — commitments with no number and no date, which cannot be graded pass or fail. What the primary data shows is that by July 2023 - June 2024 the measured unemployment rate was 3.2 per cent, but labour force participation was only 45.1 per cent, female participation 35.5 per cent rural and 22.3 per cent urban, and unemployment among those educated to secondary level and above 7.1 per cent — 10.6 per cent for women.
