Delivery
Delivered
Digital India was launched in July 2015 and the delivery layer it built is enormous. The Ministry of Electronics and Information Technology told Parliament on 5 August 2026 that DigiLocker holds 936.03 crore documents issued by 2,822 issuers to 71.66 crore users, that UMANG offers 2,575 services, that 5.01 lakh Common Services Centres are functional including 3.91 lakh at gram panchayat level, that e-Sanjeevani has served over 48 crore patients, and that PMGDISHA trained 6.39 crore people against a target of 6 crore. The gap between that and 'every Government office from the centre to the panchayats' is what the answer does not measure: it reports platforms built, not offices digitised or files moved online.
“BJP aims to nurture a Digital India - making every household and every individual digitally empowered… focus on increasing the penetration and usage of broadband across the country… initiate a National e-Governance Plan to cover every Government office from the centre to the panchayats… digitization of Government records will be taken up on top priority so that they are easily accessible… mandate digitization of all government work to reduce corruption and delays.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of the Digital India programme covering this period has been tabled in a report we hold. The figures here are the implementing ministry's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
936.03 crore documents in DigiLocker for 71.66 crore users; 2,575 services on UMANG; 5.01 lakh Common Services Centres
Digital literacy under PMGDISHA reached 6.39 crore people against a 6 crore target. Data costs fell from ₹269 per GB in 2014 to roughly ₹8-10 in 2025-26, which is what made mass digital access possible.
Lok Sabha Unstarred Question No. 2768, Implementation of Cyber Security Policy — answer by the Ministry of Electronics and Information Technology
The 2014 manifesto's e-governance chapter is one of its longest and most specific. Its headline ambition: "BJP aims to nurture a Digital India - making every household and every individual digitally empowered." Its concrete commitments include increasing broadband penetration, "a National e-Governance Plan to cover every Government office from the centre to the panchayats", digitisation of government records "on top priority", and a mandate to digitise "all government work to reduce corruption and delays".
Digital India was launched in July 2015, and the citizen-facing layer it produced is documented in the Ministry of Electronics and Information Technology's answer of 5 August 2026.
Documents: "DigiLocker. The platform has over 71.66 crore registered users, with more than 936.03 crore documents issued by 2,822 onboarded issuers." Services: UMANG "offers 2,575 services for individuals". Access points: "As on May 2026, 5.01 lakh CSCs are functional across the country (in rural and urban areas), out of which 3.91 lakh CSCs are functional at the Gram Panchayat level", delivering over 800 services. Health: e-Sanjeevani "has served over 48 crore patients across the country". Skills: PMGDISHA, "one of the world's largest digital literacy initiatives with over 6.39 Crore persons getting trained nationwide (against the target of 6 Crore)".
The enabling condition, which no scheme created and every scheme depends on, is also in the answer: "Data costs have plummeted from Rs. 269 per GB in 2014 to roughly Rs. 8-10 per GB in 2025-26."
On the manifesto's promise of digital empowerment reaching households, that record is strong enough that the delivery here is recorded as delivered.
Two qualifications on what it does not show.
The manifesto promised e-governance "to cover every Government office from the centre to the panchayats" and digitisation of "all government work". The answer reports platforms citizens use, not offices that have converted. There is no figure for how many government offices run on e-office, how many files move electronically, or how many records have been digitised — the last being a commitment the manifesto called "top priority". Anyone who has visited a tehsil office knows the answer varies enormously.
And the corruption-and-delay claim attached to digitisation is untested here. Direct benefit transfer, graded separately in this corpus, is where that case is usually made; this answer offers no measure of reduced delay or leakage from office digitisation itself.
Our verdict is lacks context.
