One corridor is being built and the quadrilateral does not exist. The manifesto promised a Diamond Quadrilateral of high speed rail — four corners of India joined by bullet train. Twelve years on, the Ministry of Railways told Parliament on 5 August 2026: 'Presently, the Mumbai-Amdavad High Speed Rail (MAHSR) Project (508 km) is under execution.' One line, on one side of the country. Its physical progress is substantial — all 1,389.5 hectares acquired, all clearances obtained, all 1,651 utilities shifted, 452 km of piers, 356 km of girders and 209 km of track bed — and the ministry gives no completion date. No other corridor has begun construction.
“We will launch Diamond Quadrilateral project - of High Speed Train network (bullet train).”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of the Mumbai-Ahmedabad high speed rail project has been tabled in a report we hold. The figures here are the Ministry of Railways' own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
508 km Mumbai-Ahmedabad corridor under execution; 452 km of piers, 356 km of girders, 209 km of track bed completed
The ministry attributes the early delay to land acquisition in Maharashtra, which 'impacted the project till 2021' and 'picked up in 2022'. The Chennai-Bengaluru and Hyderabad-Bengaluru corridors the question asked about are at survey and detailed project report stage.
Lok Sabha Unstarred Question No. 2899, Chennai-Bengaluru/Hyderabad-Bengaluru High Speed Rail Corridors — answer by the Ministry of Railways
The 2014 manifesto's high speed rail promise is a single line in the infrastructure chapter, and its scope is what makes it testable: "We will launch Diamond Quadrilateral project - of High Speed Train network (bullet train)."
A diamond quadrilateral means Delhi-Mumbai, Mumbai-Chennai, Chennai-Kolkata and Kolkata-Delhi, with diagonals — the high speed equivalent of the Golden Quadrilateral highway network. What exists is one corridor on one flank.
The Ministry of Railways stated the position to the Lok Sabha on 5 August 2026: "Presently, the Mumbai-Amdavad High Speed Rail (MAHSR) Project (508 km) is under execution." Twelve stations are planned — Mumbai, Thane, Virar, Boisar, Vapi, Billimora, Surat, Bharuch, Vadodara, Anand, Amdavad and Sabarmati — and the corridor runs through Gujarat, Maharashtra and Dadra and Nagar Haveli.
The construction record on that one line is genuinely strong, and this fact-check should say so. "Entire land (1389.5 Ha.) for MAHSR project has been acquired. All Statutory Clearances have been obtained. All 1651 utilities have been shifted." Physical progress: 452 km of piers, 356 km of girders, 209 km of track bed and 190 km of overhead electrification masts. For an Indian infrastructure project of this scale, complete land acquisition and full clearances is not a small thing.
It is also years behind where it was meant to be. The project was launched in 2017 with a target of 2022, and the ministry names the reason without evasion: "The delay in land acquisition in the State of Maharashtra has impacted the project till 2021. The land acquisition picked up in 2022 in Maharashtra." No revised completion date appears anywhere in the answer.
On the rest of the quadrilateral, the question specifically asked about the Chennai-Bengaluru and Hyderabad-Bengaluru corridors, and the answer's silence on any construction there is the finding: those remain at survey and detailed project report stage, as do the other proposed corridors. Nothing beyond Mumbai-Ahmedabad has broken ground.
A network of four corridors was promised. One is being built, well behind schedule, with no completion date published. Our verdict is not supported.
