Delivery
Delivered
The mission exists, has run since 2014-15, and only in 2025 was it opened to the whole country. The Ministry of Agriculture told Parliament on 4 August 2026 that the National Horticulture Mission under MIDH has been implemented since 2014 and that until 2025 it ran 'in selected districts identified on the basis of comparative advantage of horticulture crops, agro-climatic suitability and potential for development of marketing linkages'. Eleven years and repeated state representations later, the operational guidelines were revised 'extending the coverage of the Mission to all districts in all States and Union Territories'. The promise did not specify coverage, so this is delivery — but the answer contains no figure for area, production, income or jobs, which is what the promise was for.
“Promote horticulture, floriculture, pisciculture, bee-keeping and poultry for generating jobs and income for rural India… Create Cluster based storage systems (e.g. Rice cluster, Wheat Cluster, Veg - Fruit cluster, Spices cluster).”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of the Mission for Integrated Development of Horticulture covering this period has been tabled in a report we hold. The answer here is the implementing ministry's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
MIDH coverage extended to all districts in all states and union territories by the 2025 revision of its operational guidelines
Until 2025 the mission covered selected districts only. The answer reports the guideline change but no outcome data — no horticultural area, production, farmer income or employment figures.
Lok Sabha Unstarred Question No. 2625, Districts included under National Horticulture Mission — answer by the Ministry of Agriculture and Farmers Welfare
The 2014 manifesto's horticulture line sits in a list of rural income measures: "Promote horticulture, floriculture, pisciculture, bee-keeping and poultry for generating jobs and income for rural India." A related commitment nearby promises "Cluster based storage systems (e.g. Rice cluster, Wheat Cluster, Veg - Fruit cluster, Spices cluster)."
The instrument exists and predates neither claim awkwardly: the Mission for Integrated Development of Horticulture was launched in 2014-15, merging earlier horticulture programmes, and has run since. On the promise as written — promote horticulture — that is delivery.
What the ministry's answer of 4 August 2026 adds is a detail about reach that is easy to miss. Until last year the mission did not cover the country. "Prior to the revision of the Operational Guidelines of MIDH in 2025, National Horticulture Mission (NHM) was implemented in selected districts identified on the basis of comparative advantage of horticulture crops, agro-climatic suitability and potential for development of marketing linkages." States asked repeatedly for more districts — "Since the launch of MIDH in 2014-15, the Government received representations from various States seeking inclusion of additional districts" — and only in 2025 were the guidelines revised, "extending the coverage of the Mission to all districts in all States and Union Territories."
Eleven years of a national mission that was not national. There is a defensible logic to concentrating horticulture support where agro-climatic conditions suit it; there is also a decade in which a farmer in the wrong district could not access the scheme at all.
The larger gap is what the answer does not contain. The promise was about "generating jobs and income for rural India". The reply reports a guideline change and nothing else — no horticultural area brought under the mission, no production figures, no farmer income, no employment. Horticulture output in India has grown substantially over this period and now exceeds foodgrain production by volume, but none of that appears here and this fact-check will not import figures it has not sourced.
The bee-keeping limb of the same manifesto sentence is pursued through the National Bee Keeping and Honey Mission, and the fisheries limb through the Matsya Sampada Yojana, which is graded separately in this corpus.
Our verdict is lacks context.
