A dedicated funding stream for the region exists and it is small relative to the promise. The Ministry of Development of North Eastern Region told Parliament on 5 August 2026 that PM-DevINE, launched in October 2022 with an outlay of ₹6,600 crore, has sanctioned '53 projects worth ₹6,501.79 crore' up to 31 July 2026 — essentially its full outlay committed. The wider regional programmes are larger: the question it answers cites nearly 3,700 sanctioned assets under NESIDS, the North Eastern Council and allied schemes, of which more than 2,700 are complete, at an approved cost above ₹27,900 crore. What the answer does not report is completion under PM-DevINE itself — sanctioned is not built.
“We will empower this Ministry with a broader charter and non-lapsable funds for the rapid development of the region. BJP will: put special emphasis on enhancing the connectivity within the region and to the rest of the country. There will be special emphasis on massive infrastructure development, especially along the Line of Actual Control in Arunachal Pradesh and Sikkim.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of PM-DevINE or of north-east connectivity covering this period has been tabled in a report we hold. The figures here are the implementing ministry's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
53 projects worth ₹6,501.79 crore sanctioned under PM-DevINE since October 2022
All ministry projects, including PM-DevINE, have been mapped onto the PM Gati Shakti portal. The answer reports sanction rather than completion for PM-DevINE.
Lok Sabha Unstarred Question No. 2875, Achievement under the PM-DevINE — answer by the Ministry of Development of North Eastern Region
A note on the claim. This entry was imported as a promise of "rail, road and air links to all 8 state capitals". The 2014 manifesto sets no such target. Its north-east section promises to "empower this Ministry with a broader charter and non-lapsable funds for the rapid development of the region", and to "put special emphasis on enhancing the connectivity within the region and to the rest of the country", with "massive infrastructure development, especially along the Line of Actual Control in Arunachal Pradesh and Sikkim." A separate entry on PM-DevINE, a 2022 scheme not promised in any manifesto, has been removed; its record is folded into this one because it is the funding instrument the region now has.
On the funds, the Ministry of Development of North Eastern Region reported to the Lok Sabha on 5 August 2026: "Since its inception in October 2022 and up to 31.07.2026, a total of 53 projects worth ₹6,501.79 crore has been sanctioned under the Prime Minister's Development Initiative for North East Region (PM-DevINE) Scheme across the North Eastern Region, covering various sectors, including healthcare, education, tourism, livelihood, etc."
Against a ₹6,600 crore outlay, that is essentially the whole allocation committed — good commitment discipline, and a modest sum for a region of eight states. Fifty-three projects across eight states over four years is roughly one and a half projects per state per year.
The larger regional picture comes from the question rather than the answer, and the ministry does not dispute it: nearly 3,700 sanctioned assets under NESIDS, the North Eastern Council and allied schemes, "of which more than 2,700 have been completed at an approved cost exceeding ₹27,900 crore". Roughly three-quarters completion across those programmes is a real record.
Two gaps. For PM-DevINE itself the answer reports sanctions only; how many of the 53 projects are finished is not stated. And on connectivity — the manifesto's central promise for the region — this answer offers process rather than outcome: "all Ministry of Development of North Eastern Region projects, including PM-DevINE projects, have been integrated with the PM Gati Shakti portal by mapping their exact locations." Mapping a project is not building a road.
Rail and air connectivity to the region has genuinely expanded in this period — several north-eastern capitals gained rail heads and airports, and those are recorded in the airports entry in this corpus. This answer does not cover them, and this entry does not import figures it has not sourced.
Our verdict is lacks context.
