The scheme was notified in November 2015, inside the term, and the arguments it was meant to end have not ended. One Rank One Pension gives veterans of the same rank and length of service the same pension regardless of retirement date, with periodic revision. Asked in Parliament on 1 August 2025 about anomalies and grievances, the Ministry of Defence confirmed it 'issues clarifications on the anomalies/grievances… on time to time basis' and listed the machinery for handling them: 202 SPARSH service centres, 16 banks, 4.63 lakh common service centres, a pension call centre, CPGRAMS and periodic Raksha Pension Samadhan camps. That is a large grievance apparatus for a scheme described as settled.
“Implement one rank, one pension.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of One Rank One Pension covering this period has been tabled in a report we hold. The answer describes grievance machinery and gives no figure for grievances received or resolved.
No audit period to plot — no CAG performance audit covering this scheme has been published.

The answer reports no figure for pensioners covered, arrears paid, revisions completed or grievances pending — only the channels through which grievances may be raised.
Lok Sabha Unstarred Question No. 2143, Anomalies in One Rank One Pension — answer by the Ministry of Defence
The 2014 manifesto's commitment is four words long: "Implement one rank, one pension." It is one of the most specific promises in the document and one of the most politically consequential, made to a constituency that had campaigned for it for three decades.
It was implemented. The government notified One Rank One Pension in November 2015, with effect from 1 July 2014, providing that veterans of the same rank with the same length of service receive the same pension regardless of when they retired, with periodic revision. On the promise as written, that is delivery within the term.
What followed is why this entry is not simply marked accurate. The government's chosen design — revision every five years rather than annually, and a base year fixed to 2013 calendar year pensions — was disputed from the day it was notified, and the dispute reached the Supreme Court. Arrears from the 2019 revision were ordered to be paid in instalments.
The Ministry of Defence's answer of 1 August 2025 does not describe a settled scheme. Asked "whether the Government has taken any steps to address anomalies/grievances arising from the implementation of the One Rank One Pension (OROP) scheme", it replies: "Yes Sir, Government in consultation with the concerned authorities issues clarifications on the anomalies/grievances arising from the implementation of OROP scheme on time to time basis."
It then lists the machinery: "202 departmental SPARSH Service Centres (SSCs), branches of 16 Banks and 4.63 lakh Common Service Centres (CSCs) located across India are addressing the grievances of pensioners including grievances related to implementation of OROP", plus a dedicated pension call centre, CPGRAMS, and "Raksha Pension Samadhan Aayojan (RPSA)" camps held around the country.
Ten years after notification, a nationwide grievance infrastructure is still needed for a scheme whose purpose was to remove the grievance. The answer gives no number for how many grievances have been received or resolved, and none for pensioners covered, arrears disbursed or revisions completed.
On the question about inflation, the ministry's answer is that "Dearness Relief (DR) is paid in addition to the salary/pension" and was raised by 4 per cent from 1 January 2024 — which is the general dearness relief applying to all pensioners, not an OROP-specific adjustment.
A four-word promise, kept in form, with the substance still being argued over. Our verdict is lacks context.
