The mission was launched and it trained at scale. The Pradhan Mantri Kaushal Vikas Yojana ran for three phases from July 2015, spent ₹9,261 crore and certified 1.10 crore candidates against a target of 1.32 crore — 83 per cent of what it set out to do. What the CAG's performance audit, tabled in December 2025, records is what happened after certification: of the 56.14 lakh candidates certified under the short-term training and special project components, 23.18 lakh — 41 per cent — were placed. The audit also found the scheme was planned without the information it needed: no micro-level skill-gap data, no National Skill Development Plan, and trainings that did not follow the skill-gap studies that did exist.
“We will take up skill development on a mission mode, at an unprecedented scale — launch a 'National Multi-skill Mission'.”Audit period: 1 Jul 2015 — 31 Mar 2022
Against a scheme outlay of ₹14,449 crore across three phases, ₹10,194 crore was released and ₹9,261 crore spent; 1.10 crore of a targeted 1.32 crore candidates were certified. Of 56.14 lakh certified under short-term training and special projects, 23.18 lakh (41 per cent) were placed, and in Kerala training partners produced incorrect placement documents as proof of placement. Candidates were enrolled ignoring the age, education and work-experience criteria the guidelines prescribe, with no mechanism to verify that those enrolled were the unemployed youth and dropouts the scheme targets. The ministry recovered ₹12.16 crore of interest the National Skill Development Corporation had retained, and the corporation had overcharged ₹24.13 crore in administrative expenses in phase one.
Audit period
1.10 crore candidates certified across PMKVY 1.0, 2.0 and 3.0
A fourth phase began in 2022 with Aadhaar-authenticated enrolment and one-year post-certification tracking through the Skill India Digital Hub; it is outside this audit's period.
Performance Audit on Skill Development under Pradhan Mantri Kaushal Vikas Yojana, Ministry of Skill Development and Entrepreneurship
The 2014 manifesto's skills section is short and unhedged. "Unfortunately, the initiatives taken by Congress for this have fallen woefully short, being almost non-starters," it says, and then: "We will take up skill development on a mission mode, at an unprecedented scale." The specific instrument named is a "National Multi-skill Mission", alongside skill mapping, evening short-term courses and centres of excellence built with industry.
The mission was launched. The Pradhan Mantri Kaushal Vikas Yojana started in July 2015 and ran three phases to March 2022. On scale, the promise was largely kept: against a target of 1.32 crore candidates, 1.10 crore were certified — 83 per cent — and ₹9,261 crore of a ₹14,449 crore outlay was spent doing it. Few Indian skilling programmes have reached that many people.
The CAG's performance audit of the scheme, tabled in Parliament on 18 December 2025, is about what that number does and does not mean. Certification is not employment, and the audit measured the gap: "out of the total candidates certified under STT/SP components of PMKVY (i.e., 56.14 lakh), 23.18 lakh candidates (i.e., 41 per cent) were placed." In Kerala, it adds, "incorrect placement documents were produced by Training Partners as proof of placement of candidates" — so even the placement figure carries some doubt at the edges.
Two findings go to whether the training was aimed at the right people and the right jobs. On jobs, the audit found "an absence of micro-level skill-gap information, long-term implementation strategy, and National Skill Development Plan", and that "sectoral, and State-wise trainings under PMKVY were not in line with skill-gap studies" — the scheme trained at scale without a current map of where the shortages were. On people, it found candidates "were enrolled by ignoring their age, education, work experience related specific criteria prescribed in the guidelines", and that no mechanism existed to verify that those enrolled were the unemployed youth and school or college dropouts the scheme was built for.
The audit also records money coming back. After it was raised, the ministry recovered ₹12.16 crore of interest the National Skill Development Corporation had retained, and the audit separately notes that in PMKVY 1.0 the corporation "had overcharged administrative expenses of ₹24.13 crore from the Ministry". In the Recognition of Prior Learning component, the Aadhaar-based biometric attendance system was simply not being followed, and in 24 of the training centres inspected the biometric devices were either missing or broken.
The ministry told the audit it has changed the design since: from the fourth phase, Aadhaar-based e-KYC at enrolment and a year of post-certification tracking through the Skill India Digital Hub. Those changes fall outside the audited period, so this fact-check cannot say whether they worked.
A mission was launched at scale, and it certified most of the people it set out to certify. On the manifesto's own test — making "our youth productively employed and gainfully engaged" — the audited record shows fewer than half of the certified candidates in the largest components reaching a job. That is why the verdict is lacks context rather than true: the training numbers are real, and they are not the same thing as the promise.
