Enforcement against undisclosed foreign assets is documented; the two other limbs are not. On foreign accounts, 1,368 assessments under the 2015 Black Money Act had raised demands of ₹41,257.08 crore and 167 prosecution complaints by December 2025, with ₹14,636 crore assessed from the Panama, Paradise and Pandora leaks. On benami property, no answer we located publishes a national figure for properties attached or confiscated. On fugitives, 11 people have been declared Fugitive Economic Offenders since 2024 and ₹1,303.16 crore confiscated, but the ministry reports red notices against 8 and extradition requests for 4 — and does not report anyone brought back.
“We will continue our crackdown on Benami properties and illegal foreign bank accounts to benefit honest taxpayers and the poor of the country. We will also expedite our actions to bring fugitive economic offenders back to India and prosecute them for their crimes.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of Benami Act or Fugitive Economic Offenders Act enforcement is available to us.

11 individuals declared Fugitive Economic Offenders since 2024; extradition requests sent for 4
The ministry reports ₹1,303.16 crore confiscated from these offenders and, separately, restitution of ₹73,015.03 crore of property to victims and legitimate claimants across recent years. It does not state that any fugitive has been returned to India.
Lok Sabha Unstarred Question No. 140, Fugitive Economic Offenders — answer by the Ministry of Finance
This promise has three limbs, and the evidence is uneven across them.
Illegal foreign bank accounts. This is the best-documented limb. By 31 December 2025, the Income Tax Department had completed 1,368 assessments under the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015, "raising tax and penalty demand of over Rs. 41,257.08 Crores", with 167 prosecution complaints filed. Cases identified from the Panama, Paradise and Pandora Papers accounted for ₹14,636 crore of undisclosed foreign income and assets assessed as on 31 March 2026. Tax imposed under the Act rose from ₹949.51 crore in 2023-24 to ₹4,556.64 crore in 2024-25. A "nudge" campaign in November 2025 produced 1,57,112 taxpayers filing Schedule FA and reporting foreign assets worth ₹99,882 crore.
Note the distinction the ministry itself draws: these are demands raised and assets assessed, not money recovered. Asked what black money has been "brought back to India", the answer states that no such figure is maintained and that "There is no official estimation regarding the amount of undisclosed domestic/foreign income and assets".
Benami property. Here the record goes quiet. The ministry lists the Benami Transactions (Prohibition) Amendment Act, 2016 among the steps taken — an Act passed three years before this promise was made — and describes what it enables: "confiscation of benami property and prosecution of benamidar and the beneficial owner". What no answer in our corpus supplies is a number: how many properties were attached, how many confiscations were confirmed, how many prosecutions succeeded during the 2019-24 term. We do not restate figures we cannot source, so this limb is recorded as unmeasured rather than delivered or failed.
There is also a legal event the promise does not survive intact. In August 2022, in Union of India v. Ganpati Dealcom, the Supreme Court held the 2016 amendment's criminal provisions could not be applied retrospectively, which unwound a large body of pending action. No answer we located quantifies the effect.
Fugitive economic offenders. The promise was to "expedite our actions to bring fugitive economic offenders back to India and prosecute them". The July 2026 answer is precise about every step except that one. Since 2024, 11 individuals have been declared Fugitive Economic Offenders; ₹1,303.16 crore of their property has been confiscated; Interpol red notices have been published against 8; extradition requests have been sent for the 4 "who were located"; 12 mutual legal assistance requests have gone out. The answer does not report a single fugitive returned to India, and the question did ask for "the current status of such cases".
Confiscating a fugitive's assets and bringing the fugitive home are different achievements, and the manifesto promised the second. Attachment and restitution have clearly worked — the Directorate reports restoring ₹73,015.03 crore of property to victims and legitimate claimants. Extradition has not been shown to.
Partly delivered, on a promise whose three parts have three different answers.
