The machinery works and is now enormous; the savings claim is the part that has never been substantiated in the way it is stated. The Ministry of Electronics and Information Technology told Parliament on 5 August 2026 that cash benefits from '318 Schemes of 56 Ministries' are transferred directly into beneficiaries' accounts and that 'Over Rs. 52 lakh crore has been transferred through DBT nationwide'. That is the delivery mechanism the manifesto claims, at a scale no other country runs. The '8 crore fake beneficiaries' and '₹1 lakh crore of leakages prevented' are a different kind of number — an estimate of transfers avoided, built partly from duplicate LPG connections and ration cards deleted, and no published methodology accompanies it in any document we hold.
“In the last five years, we have created a transparent mechanism for directly delivering basic services to the bottom of the pyramid by leveraging Aadhaar, DBT and Jan Dhan accounts… The trinity of Jan Dhan- Aadhaar and Mobile has weeded out over 8 crore fake beneficiaries, and prevented leakages of more than Rs. 1 lakh crore.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of the direct benefit transfer architecture covering this period has been tabled in a report we hold. The figures here are the implementing ministry's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
Over ₹52 lakh crore transferred through DBT across 318 schemes of 56 ministries
More than 1.44 billion Aadhaar numbers have been generated, and DigiLocker holds 936.03 crore documents issued by 2,822 issuers to 71.66 crore users — the identity and document layers the transfer system runs on.
Lok Sabha Unstarred Question No. 2768, Implementation of Cyber Security Policy — answer by the Ministry of Electronics and Information Technology
The 2019 manifesto's claim about direct benefit transfer is a record claim with a number attached: the government has "created a transparent mechanism for directly delivering basic services to the bottom of the pyramid by leveraging Aadhaar, DBT and Jan Dhan accounts", and "The trinity of Jan Dhan- Aadhaar and Mobile has weeded out over 8 crore fake beneficiaries, and prevented leakages of more than Rs. 1 lakh crore."
The mechanism half is straightforwardly true and has grown since. The Ministry of Electronics and Information Technology told the Lok Sabha on 5 August 2026: "Through Aadhaar-linked DBT, cash benefits from various welfare schemes (318 Schemes of 56 Ministries) are directly transferred into beneficiaries' bank accounts. Over Rs. 52 lakh crore has been transferred through DBT nationwide." The supporting layers are equally large: "Over 1.44+ billion Aadhaar numbers have been generated", and DigiLocker holds "more than 936.03 crore documents issued by 2,822 onboarded issuers" for 71.66 crore users.
Whatever one thinks of Aadhaar, no other country moves welfare payments to that many people through a single identity-linked rail. Pension, scholarship, wages and income support that once travelled through offices and intermediaries now arrive in an account. That is the promise's substance and it is met.
The savings claim needs separating from it. "8 crore fake beneficiaries" and "₹1 lakh crore of leakages prevented" are estimates of money not spent — largely built from duplicate or ineligible LPG connections, ration cards and pension records deleted after seeding. Deletions include genuine beneficiaries removed for failed authentication, address mismatches or the death of a household member, and the estimate values every deletion as a leak stopped. No methodology note accompanies the figure in any document we hold, and this answer does not repeat it.
Two costs of the architecture belong in the record and appear in no ministry answer. Authentication failure excludes people — a fingerprint that will not read, a mobile number that has changed, a bank account frozen for want of re-KYC — and the exclusion falls hardest on the elderly, manual labourers and the very poor, the people the mechanism exists for. And direct transfer works only where the benefit was cash; for food, the public distribution system still moves grain, and DBT has not replaced it.
The mechanism was built, at very large scale, exactly as claimed. The savings attached to it are an estimate without a published basis. Our verdict is lacks context.
