A correction: Kisan Rail is not a 2019 manifesto promise. It was announced in the Union Budget of February 2020 and launched that August; the manifesto's commitments on moving perishables were a National Warehousing Grid along highways and cold chain infrastructure for fishermen. On the service itself, the Ministry of Railways told Parliament on 12 August 2026 that 'Since its launch in August 2020, a total of 2,364 Kisan Rail services have operated on 167 routes' — an average of about one service a day across the country over six years. The refrigerated capability the service was meant to provide is still not delivered: '20 such refrigerated parcel vans are under production' as of August 2026.
“we will establish a National Warehousing Grid along National Highways to ensure necessary logistical support… We will launch 'Matsya Sampada Yojana'… to ensure availability of storage and marketing tools and infrastructure like ice-boxes, cold storages, ice-plants etc.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of Kisan Rail has been tabled. The figures here are the Ministry of Railways' own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
2,364 Kisan Rail services on 167 routes since August 2020; 20 refrigerated parcel vans under production
The answer gives no figure for tonnage carried, farmers served or post-harvest loss avoided, and no date for when the refrigerated vans will enter service.
Lok Sabha Unstarred Question No. 4089, Kisan Rail and Agricultural Logistics — answer by the Ministry of Railways
This entry was imported as a 2019 promise of "refrigerated freight trains to reduce post-harvest loss". Kisan Rail is not in the 2019 manifesto. It was announced in the Union Budget presented in February 2020 and the first service ran in August 2020. The manifesto's commitments in this area were a "National Warehousing Grid along National Highways to ensure necessary logistical support" and, under the fisheries head, "storage and marketing tools and infrastructure like ice-boxes, cold storages, ice-plants etc."
On the service that was created, the Ministry of Railways gave the cumulative figures to the Lok Sabha on 12 August 2026: "Since its launch in August 2020, a total of 2,364 Kisan Rail services have operated on 167 routes across various states."
Two thousand three hundred and sixty-four services over six years is roughly one a day for the whole country. India moves the overwhelming majority of its fruit, vegetables and milk by road; a service at that frequency is a supplement, not the modal shift the idea was sold as. Kisan Rail's peak was in 2021-22 and the number of services has fallen since as the subsidy structure changed.
The more striking finding is about the trains themselves. The point of a dedicated agricultural service is refrigeration — most Kisan Rail services have run in ordinary parcel vans, which limits what can travel and how far. Six years in, the ministry reports: "to facilitate movement of highly perishable commodities, provision has been made for introduction of refrigerated parcel vans. 20 such refrigerated parcel vans are under production." Twenty vans, still being built, with no date given for entry into service.
What the answer does not contain matters as much. There is no tonnage figure, no count of farmers who used the service, no estimate of post-harvest loss avoided — the outcome the whole idea rests on. What it offers instead is process: zonal railway business development units interacting with stakeholders, and a per-kilometre pricing system to encourage moving grain, flour and pulses in containers.
On the manifesto's actual commitments, the warehousing grid along highways has progressed through the Agriculture Infrastructure Fund and private warehousing rather than as a distinct national grid, and this answer does not cover it. The fisheries cold chain is graded separately under the Matsya Sampada entry.
A service that exists, runs thinly, and still lacks the refrigeration that was its purpose. Our verdict is lacks context.
BJP Sankalp Patra 2019 — Lok Sabha election manifesto
“Through this Sankalp Patra, you would get a glimpse of the challenges of the yesteryears, the indomitable efforts made by 130 crore Indians to overcome those challenges and our collective vision for the future… There are two commitments that I am extremely passionate about — doubling of farmer income and housing for all, by the year 2022.”
Lok Sabha Unstarred Question No. 4089, Kisan Rail and Agricultural Logistics — answer by the Ministry of Railways
“Since its launch in August 2020, a total of 2,364 Kisan Rail services have operated on 167 routes across various states. Further, to facilitate movement of highly perishable commodities, provision has been made for introduction of refrigerated parcel vans. 20 such refrigerated parcel vans are under production, and based on demand and future requirements more vans shall be added to railway rolling-stock. Steps have also been taken to promote transportation of agricultural produce, especially food grain in containers, which is a safe and efficient intermodal mean of transport.”
