On the counting the promise itself uses, the target was passed. The Ministry of Finance told Parliament on 3 August 2026 that 'more than 59.14 crore loans, have been sanctioned/disbursed under the Pradhan Mantri Mudra Yojana (PMMY), since launch of the Scheme'. The word to watch is loans. The manifesto's baseline of '17 crore entrepreneurs' was itself a count of loans, not of distinct borrowers, and a borrower who takes a Shishu loan, repays it and takes a Kishore loan is counted twice. No published figure for unique Mudra borrowers exists, so how many people the 59.14 crore represents is not known. The only outcome estimate the government offers is a 2018 labour ministry survey putting net additional employment at 1.12 crore over the scheme's first three years.
“More than 17 crore entrepreneurs have availed loans under the Pradhan Mantri Mudra Yojana. We will expand this initiative further to take the number of beneficiaries of Mudra loans up to 30 crore.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG performance audit of the Pradhan Mantri Mudra Yojana has been tabled. The two evaluations the government cites are its own — a Ministry of Labour and Employment survey in 2018 and a NITI Aayog evaluation in November 2023.
No audit period to plot — no CAG performance audit covering this scheme has been published.
More than 59.14 crore loans sanctioned or disbursed under PMMY as on June 2026
The figure counts loans, not borrowers. The government's own outcome evidence is a 2018 survey estimating 1.12 crore net additional jobs between 2015 and 2018, and a NITI Aayog evaluation of November 2023 reporting qualitative findings — easier access to micro credit, first-time entrepreneurs graduating to larger loan categories — without a quantified impact.
Lok Sabha Unstarred Question No. 2466, PM Mudra Yojana — answer by the Ministry of Finance
The 2019 manifesto's promise on micro-credit comes with its own baseline, which turns out to be the most useful part of it: "More than 17 crore entrepreneurs have availed loans under the Pradhan Mantri Mudra Yojana. We will expand this initiative further to take the number of beneficiaries of Mudra loans up to 30 crore."
The Ministry of Finance gave the current figure to the Lok Sabha on 3 August 2026: "As on June, 2026, more than 59.14 crore loans, have been sanctioned/disbursed under the Pradhan Mantri Mudra Yojana (PMMY), since launch of the Scheme." On the promise's own arithmetic that is nearly twice the target, reached comfortably within the term.
The word doing the work is loans. The manifesto called the same quantity "17 crore entrepreneurs" and then "beneficiaries", but the number it was quoting was the cumulative count of loans sanctioned since 2015 — the scheme has always reported that way. A Mudra borrower who takes a ₹40,000 Shishu loan, repays it and comes back for a ₹3 lakh Kishore loan appears twice; graduating borrowers to larger categories is something the scheme is designed to do and takes credit for. NITI Aayog's own November 2023 evaluation lists among its findings that the scheme "attracted first-time entrepreneurs and helped them to graduate to higher categories of loans" — which is a good outcome and a reason the loan count runs ahead of the borrower count.
How far ahead is not published. There is no official figure for unique Mudra borrowers, and none is given in this answer. So the honest statement of the record is: 59.14 crore loans have been made, and the number of distinct people who received them is unknown and smaller.
On what the lending achieved, the government points to two of its own assessments. The Ministry of Labour and Employment's 2018 national sample survey found that "PMMY helped in generation of 1.12 crore net additional employment during a period of approximately 3 years (i.e. from 2015 to 2018)". NITI Aayog's 2023 evaluation records that small entrepreneurs "got easy access to micro credit at gross root level" and that the scheme "helped the individuals and sole proprietors to avail the loan across geographies" — findings stated qualitatively, with no estimate of jobs, incomes or business survival attached.
No CAG performance audit of the scheme has been tabled, so nothing here has been independently verified, and the answer gives no figure for non-performing assets in the portfolio.
The target was 30 crore beneficiaries and the reported count is 59.14 crore loans. Measured the way the promise measured itself, it was delivered and exceeded. Measured in people, it cannot be checked. Our verdict is lacks context.
