The three-crore target was passed within two years and the target has since been doubled. The Ministry of Rural Development told Parliament on 28 July 2026 that 'As of March 31, 2026, over 3.46 crore Self Help Group (SHG) members have achieved Lakhpati Didi status', and that the government is now working towards 'the overall target of 6 crore Lakhpati Didis' with an additional 4.10 crore allocated across states. The qualification is in how the status is established: household income is self-declared by the member, captured by a community resource person in a digital register, and validated up the block and district chain — a process run by the same programme whose targets it measures.
“Three Crore Lakhpati Didis — We have empowered one crore rural women to become Lakhpati Didis. We will now empower three crore rural women to become Lakhpati Didis.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of the Lakhpati Didi initiative has been tabled. The evaluations cited are of DAY-NRLM and the Start-up Village Entrepreneurship Programme, commissioned by the ministry itself.
No audit period to plot — no CAG performance audit covering this scheme has been published.
3.46 crore SHG members recorded as Lakhpati Didis as on 31 March 2026, against a manifesto target of 3 crore
The ministry's 2024 evaluation of DAY-NRLM found household incomes rising by around 10 per cent over the short to medium term, and by 12 to 33 per cent in mature cluster level federations.
Lok Sabha Starred Question No. 123, Lakhpati Didis under DAY-NRLM — answer by the Ministry of Rural Development
The 2024 promise is a number: "We have empowered one crore rural women to become Lakhpati Didis. We will now empower three crore rural women to become Lakhpati Didis." A Lakhpati Didi is a member of a self-help group under the National Rural Livelihoods Mission whose household earns at least ₹1 lakh a year.
On the count, the target was passed. The Ministry of Rural Development told the Lok Sabha on 28 July 2026: "As of March 31, 2026, over 3.46 crore Self Help Group (SHG) members have achieved 'Lakhpati Didi' status." The government has since raised its own ambition — it is "taking necessary steps to reach the overall target of 6 crore Lakhpati Didis", with "an additional target of 4.10 crore" allocated across states and union territories.
The supporting apparatus is real: a National Entrepreneurship Campaign launched on 12 January 2026, more than 66,000 community resource persons and business development service providers oriented, and 400 master trainers developed through NIESBUD Noida and the Indian Institute of Entrepreneurship Guwahati.
The question worth asking of a number this large is how it is produced, and to the ministry's credit the answer explains the method rather than hiding it. Household income is entered into the Digital Aajeevika Register on the LokOS platform by trained community cadres, updated periodically, and then: "The self declared data captured in LokOS is verified through a prescribed validation process at the block levels by CRPs, Block Program Manager (BPM) and District Program Manager (DPM) before the entries are made in the DAR."
Self-declared, recorded by a community cadre paid under the same mission, and validated by that mission's own block and district managers — the people whose performance is assessed on the count. That is not a fraud allegation; it is a description of an incentive structure, and it is the reason a figure like 3.46 crore should be read as a programme record rather than an income survey. Maharashtra, for instance, reports 51.59 lakh "potential" Lakhpati Didis and 49.62 lakh verified ones — a 96 per cent conversion rate from potential to verified.
The independent-ish evidence the ministry offers is more modest than the headline. Its 2024 evaluation of DAY-NRLM "found a positive impact on household incomes, which increased by around 10% over the medium to short term", rising to "12% to 33%" in mature cluster level federations. A ten per cent income gain is worthwhile and is not the same claim as crossing a ₹1 lakh threshold. The Start-up Village Entrepreneurship Programme endline of 2024 reports 96 per cent of supported enterprises still operating and 73 per cent of entrepreneurs earning a regular monthly income.
The term runs to 2029 and the promised number has already been exceeded, so delivery is recorded as delivered. How much of it represents women whose households genuinely crossed ₹1 lakh, and how much represents a well-run counting system, cannot be settled from the documents we hold. Our verdict is lacks context.
