A correction: 'Insurance for All by 2047' is IRDAI's vision, announced in a press release of 6 May 2022, not a manifesto promise. The manifesto's own commitment is narrower — integrate the existing social security insurance schemes and deliver them through post offices and Digital India. On the regulator's vision, the Ministry of Finance was asked whether a policy, roadmap or white paper exists to achieve it, and if not, the reasons for the delay. The answer names four regulatory measures — products for all age and risk groups, lighter compliance, a 10 per cent cap on annual premium increases for senior citizens, and grievance redress — and does not answer the question about a roadmap at all.
“We have successfully implemented social security insurance schemes like PM Jeevan Bima and Suraksha Bima for unorganised workers. We will now integrate all such schemes and use the post office and Digital India network to provide comprehensive social security cover for accident and life insurance. We will use digital technologies for easy enrollment and seamless payment.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of insurance penetration or of the Jan Suraksha schemes covering this period has been tabled in a report we hold. The central pension sector audit in this corpus covers pension rather than insurance.
No audit period to plot — no CAG performance audit covering this scheme has been published.
No policy, roadmap or white paper for 'Insurance for All by 2047' reported; four regulatory measures named instead
Enrolment figures for the schemes the manifesto names are reported elsewhere: as on 22 July 2026 there were 28.05 crore Jeevan Jyoti Bima enrolments and 59.18 crore Suraksha Bima enrolments.
Lok Sabha Unstarred Question No. 3659, Mission 'Insurance for All' by IRDAI — answer by the Ministry of Finance
A correction before the assessment. "Insurance for All by 2047" and "100 per cent insurance penetration" — the terms this entry was imported with — belong to the Insurance Regulatory and Development Authority, not to a manifesto. The Ministry of Finance dates it precisely: "The Insurance Regulatory and Development Authority of India (IRDAI) in its press release dated 6th May, 2022, conveyed its commitment to undertake comprehensive reforms in the insurance sector with the objective of achieving the vision of 'Insurance for All' by the year 2047."
What the 2024 manifesto commits to is narrower and administrative: integrating the existing social security insurance schemes and delivering them through post offices and the Digital India network, with digital enrolment and payment.
On the regulator's vision, the question put to the ministry on 11 August 2025 was pointed — whether a "comprehensive Policy, Roadmap or White Paper" exists to achieve the 2047 target, and "if not, the reasons for the delay in formulating such a roadmap".
The answer does not address either limb. It lists four things IRDAI has done: "mandated insurers to devise product for all age and risk groups", "reduced compliance burden and simplified regulations", "mandated insurers to not increase premium for senior citizens by more than 10% per year", and "put in place an effective grievance redressal mechanism". Those are real regulatory actions — the senior-citizen premium cap in particular protects a group facing steep annual increases. None of them is a roadmap, and the question about why there is no roadmap goes unanswered.
On the manifesto's own commitment, the scale of the underlying schemes is documented elsewhere in this corpus: as on 22 July 2026 there were 59.18 crore enrolments under Pradhan Mantri Suraksha Bima Yojana and 28.05 crore under Pradhan Mantri Jeevan Jyoti Bima Yojana. Whether they have been integrated into a single comprehensive cover delivered through post offices, as promised, is not reported in any document we hold.
The term runs to 2029 and delivery is recorded as too early. Our verdict is lacks context.

Lok Sabha Unstarred Question No. 3650, Pradhan Mantri Jan Dhan Yojana — answer by the Ministry of Finance
“As on 22.07.2026, a total of 58.84 crore Pradhan Mantri Jan Dhan Yojana (PMJDY) accounts have been opened across the country.
