Asked directly whether measurable behavioural indicators exist under Mission LiFE, the Ministry of Environment did not say yes or no. Its answer of 18 August 2025 describes the mission — 75 individual actions across seven themes, activities self-reported by citizens and institutions on the Meri LiFE portal — and reports one concrete initiative, Ideas4LiFE, which drew 1,384 entries and shortlisted 21. What it does not report is any indicator, baseline, target or measured change in behaviour. A campaign to change how people live that counts activities uploaded to a portal is measuring participation in itself, not outcomes.
“Promoting Sustainable Living — We will strengthen Mission LIFE, establishing a comprehensive repository encompassing both traditional and contemporary best practices, and fostering the global adoption of environmentally friendly [lifestyles].”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of Mission LiFE has been tabled. The ministry reports no behavioural indicator, so there is no measured outcome to audit.
No audit period to plot — no CAG performance audit covering this scheme has been published.
75 LiFE actions across seven themes; activities self-reported on the Meri LiFE portal; 1,384 Ideas4LiFE entries with 21 shortlisted
School eco-clubs report their activities to the same portal through an integration with the school education department's eco-clubs system.
Lok Sabha Unstarred Question No. 3993, Measurable Behavioural Indicators under Mission LiFE — answer by the Ministry of Environment, Forest and Climate Change
Mission LiFE — Lifestyle for Environment — was announced by the Prime Minister at COP26 in 2021 and launched in 2022. The 2024 manifesto commits to strengthening it: "We will strengthen Mission LIFE, establishing a comprehensive repository encompassing both traditional and contemporary best practices, and fostering the global adoption of environmentally friendly" lifestyles.
The question put to the Ministry of Environment, Forest and Climate Change on 18 August 2025 was the right one for a behaviour-change campaign: "whether the Government has developed measurable behavioural indicators under Mission LiFE", and what methods track them "at school, community or Urban Local Body (ULB) levels".
The answer does not say whether such indicators exist. It describes the mission instead: "a citizen-led initiative that focuses on inspiring and enabling individuals to adopt sustainable lifestyles through every day voluntary actions", comprising "75 individual LiFE actions spread across seven themes (Save Energy, Save Water, Reduce Waste, Reduce e-waste, Say No To Single Use Plastic, Adopt Healthy Lifestyle, Adopt Sustainable Food Systems)."
On tracking: "Citizens, institutions, organizations can report their LiFE activities on Meri LiFE portal and the data on number of activities and participation is available on the said portal." School eco-clubs feed the same portal through an integration with the school education department.
That is a count of self-reported activities. It records that a school held an event, not that a household uses less water. No baseline, no target, no measured change in energy use, water use, waste generation or plastic consumption appears anywhere in the answer — which is what "measurable behavioural indicators" means.
The one concrete initiative reported is modest: Ideas4LiFE, launched in 2024, "A total of 1384 entries were received, out of which, 21 ideas with top 3 ideas in each of the seven themes were shortlisted and felicitated on the World Environment Day 2025."
On the manifesto's specific commitment — "a comprehensive repository encompassing both traditional and contemporary best practices" — the answer describes the 75-action list and the portal, which is closer to a checklist than a repository, and does not mention traditional practices at all.
Mission LiFE's international dimension, which the manifesto also names, is real: it was adopted into the G20 New Delhi Leaders' Declaration in 2023. That is diplomacy rather than domestic behaviour change and this answer does not cover it.
The term runs to 2029. The accuracy here is recorded as unverifiable because the campaign has not been given a measure. Our verdict follows from that.
