The day trains have expanded fast; the sleeper has barely started. The Ministry of Railways told Parliament on 12 August 2026 that 81 pairs of Vande Bharat chair car services are running, 15 of them introduced in 2025-26, and 36 pairs of Amrit Bharat trains, 28 of them introduced in the same year. The Vande Sleeper, promised in the 2024 manifesto for overnight journeys, is a different picture: 'As on 03.08.2026, the following 01 pairs of Vande Bharat trains (Sleeper Car) are being operated' — a single Howrah-Kamakhya service, more than two years after the promise. The term runs to 2029.
“We have developed and manufactured world class Vande Bharat, Amrit Bharat and Namo Bharat trains. We will further expand this network of new age trains… We will launch Vande Sleeper trains for a comfortable overnight journey.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of the Vande Bharat programme has been tabled in a report we hold. The figures here are the Ministry of Railways' own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
81 pairs of Vande Bharat chair car services, 1 pair of Vande Bharat sleeper, 36 pairs of Amrit Bharat
The chair car sets are fitted with KAVACH, the indigenous train collision avoidance system, and with automatic plug doors and jerk-free semi-permanent couplers.
Lok Sabha Unstarred Question No. 4120, Vande Bharat Express/Amrit Bharat Express trains — answer by the Ministry of Railways
A note on the claim first. This entry was imported as a 2019 promise to "introduce world class semi-high speed trains". The 2019 manifesto does not mention Vande Bharat — the first service began running in February 2019, two months before it was published. The promise about these trains is in the 2024 manifesto, and that is what this entry now grades. It has two parts: "We will further expand this network of new age trains", and "We will launch Vande Sleeper trains for a comfortable overnight journey."
On expansion, the record is strong. The Ministry of Railways told the Lok Sabha on 12 August 2026: "During 2025-2026, 15 pairs of Vande Bharat (Chair Car) Express have been introduced on the Indian Railways network and as on 05.08.2026, 81 pairs of Vande Bharat train services (Chair Car) are being operated." Amrit Bharat, the unreserved and sleeper-class train aimed at lower-income passengers, has grown faster still in relative terms: "During 2025-2026, 28 pairs of Amrit Bharat trains were introduced… and as on 05.08.2026, the following 36 pairs Amrit Bharat Express trains are being operated." More than three-quarters of the Amrit Bharat fleet arrived in a single year.
The sets themselves carry the safety and comfort features the manifesto claims for them, and the answer lists them: KAVACH, the indigenous collision avoidance system, jerk-free semi-permanent couplers, centrally controlled automatic plug doors and fully sealed wider gangways.
The sleeper is where the promise has not been kept. "As on 03.08.2026, the following 01 pairs of Vande Bharat trains (Sleeper Car) are being operated on the Indian Railways network: 27575/27576 Howrah - Kamakhya Vande Bharat Sleeper Express." One service, on one route, more than two years after a manifesto promise to launch Vande Sleeper trains for overnight travel. The chair car sets that make up the other 81 pairs are day trains; they do not answer the overnight need the sleeper promise was made for.
Two things this fact-check cannot tell you, because the answer does not report them and no audit of the programme is in our corpus: what these trains cost per set against alternatives, and how full they run. The absence of occupancy data matters for a premium service; expansion measured in services introduced is not the same as expansion measured in passengers carried.
The term runs to 2029, so this is an interim reading and the sleeper fleet may yet grow. On the record so far, the network expanded substantially and the specific new product promised is a single train. Our verdict is partly accurate.
