Pradhan Mantri Awas Yojana — Gramin (PMAY-G)
Claim
Lacks context
Delivery
Too early to assess
The record claim needs care and the forward promise is not yet due. The Ministry of Rural Development told Parliament on 11 August 2026 that 3.13 crore rural houses have been constructed under PMAY-Gramin since 2016, against 3.92 crore sanctioned and an overall target of 4.95 crore. The manifesto's '4+ crore families' in April 2024 is therefore a count that includes the urban programme and, on its own wording, 'other initiatives' — not PMAY-Gramin completions, which were well below 3 crore then. On the forward promise, the programme is still adding houses at scale: 97.66 lakh sanctioned and 54 lakh completed in the last two financial years and 2026-27 to date.
“4+ crore families now have pucca houses under the PM Awas Yojana and other initiatives… We have improved the living conditions of 4+ crore garib parivar under PM Awas Yojana. We recognise the far-reaching benefits of this programme. We will now further expand the PM Awas Yojana to ensure every garib parivar has access to quality housing.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG performance audit of PMAY-Gramin covering the national programme has been tabled in a report we hold. The figures here are the implementing ministry's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
3.13 crore rural houses constructed and 3.92 crore sanctioned against an overall target of 4.95 crore
The scheme was extended in 2024 with an additional target of 2 crore houses over 2024-29. On the ministry's figures, 97.66 lakh have been sanctioned and 54 lakh completed in the two years since, inclusive of earlier sanctions.
Lok Sabha Unstarred Question No. 3887, Achievement of Target under PMAY-G — answer by the Ministry of Rural Development
The 2024 manifesto makes a record claim and a forward promise on housing, and they need separating.
The record claim, in the achievements list: "4+ crore families now have pucca houses under the PM Awas Yojana and other initiatives." The forward promise, in the housing section: "We will now further expand the PM Awas Yojana to ensure every garib parivar has access to quality housing."
On the record claim, read the wording. It says "PM Awas Yojana and other initiatives", and it counts families who have pucca houses rather than houses the scheme completed. The Ministry of Rural Development's figures for the rural programme, given to Parliament on 11 August 2026, are that "3.92 crore houses have been sanctioned and 3.13 crore houses have been constructed" since 2016. In April 2024, when the manifesto was published, rural completions were well under three crore. The "4+ crore" figure therefore has to include the urban programme and the "other initiatives" the sentence names. It is not a false claim — the qualifier is right there in it — but it is not a PMAY-Gramin completion count, and it is frequently repeated as though it were.
On the forward promise, the term runs to 2029 and this fact-check does not grade it yet. What can be recorded is that the programme is still running at scale. The scheme was extended in 2024 with an additional target of two crore rural houses over five years, and the ministry reports that "In the last two years and the current financial year (2026-2027 till date), 97.66 lakh houses have been sanctioned and 54 lakh houses have been completed (inclusive of sanctions issued in previous years)."
Two things to watch as this promise matures. The overall rural target is 4.95 crore and construction stands at 3.13 crore, so 1.82 crore houses remain — the extension has to close that gap, not start from zero. And the gap between sanctioned and constructed, currently 79 lakh, is the measure of how much of the pipeline is approved but unfinished.
The manifesto's phrase "every garib parivar" is broader than the scheme's own target set, which is built from its permanent wait list. No national count of families in kutcha housing outside that list is published, so the promise as written cannot be tracked to completion from public data.
The record claim is accurate on its own terms and routinely misread; the forward promise is too early to grade. Our verdict is lacks context.
