Selection is nearly complete and the outcome measures are absent. The Ministry of Education told Parliament on 27 July 2026 that PM SHRI 'aims to strengthen more than 14,500 schools across the country' and that '13,092 schools have been selected as PM SHRI schools' — about 90 per cent of target. Selection is not transformation, and the answer reports no learning outcome, infrastructure completion or teacher vacancy figure for the selected schools. On the promise's other limb, a 100 per cent gross enrolment ratio from pre-school to secondary, no figure appears at all — and secondary GER stood at 83.4 per cent for girls in 2025-26 on the government's own UDISE data.
“Ensuring Quality School Education — We will ensure that every student gets the opportunity for high-quality school education. For this, we will strengthen the network of PM SHRI Schools, Ekalavya Schools and other such schools as per NEP to make them world-class. We will work towards a 100% Gross Enrollment Ratio from pre-school to secondary level.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of PM SHRI has been tabled in a report we hold. The figures here are the Ministry of Education's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
13,092 schools selected as PM SHRI schools against a target of more than 14,500
The count includes Kendriya Vidyalayas, Navodaya Vidyalayas and NCERT schools, which were already better-resourced than the state schools the scheme is chiefly aimed at.
Lok Sabha Unstarred Question No. 1296, Schools Covered under PM SHRI Scheme — answer by the Ministry of Education
The 2024 manifesto's school education promise has two parts. The institutional one: "we will strengthen the network of PM SHRI Schools, Ekalavya Schools and other such schools as per NEP to make them world-class." The universal one: "We will work towards a 100% Gross Enrollment Ratio from pre-school to secondary level."
On the first, selection is well advanced. The Ministry of Education told the Lok Sabha on 27 July 2026 that PM SHRI "is a centrally sponsored scheme which aims to strengthen more than 14,500 schools across the country. As of now, a total of 13,092 schools have been selected as PM SHRI schools across the States/UTs including KVS/NVS/NCERT."
Ninety per cent of the target selected, four years into a scheme launched in 2022. That is a reasonable administrative record.
What selection means is the question the answer does not touch. A PM SHRI school is meant to become an exemplar — modern labs, libraries, sports facilities, digital classrooms, trained teachers — and the answer reports none of it: no completion figures for infrastructure works, no teacher vacancy position, no learning outcome data for selected schools against non-selected ones. The scheme's own design promised a "school quality assessment framework"; nothing from it appears here.
One composition point matters. The 13,092 include Kendriya Vidyalayas, Navodaya Vidyalayas and NCERT-run schools. Those are already among the best-resourced schools in the country. Counting them towards a scheme whose purpose is to lift schools to exemplar standard flatters the total, and the answer does not disaggregate how many of the selected schools are ordinary state government schools.
On the 100 per cent gross enrolment ratio, this answer says nothing at all. The government's own UDISE data, quoted in the Ministry of Women and Child Development's answer cited below, puts girls' gross enrolment at secondary level at 83.4 per cent in 2025-26, up from 75.51 per cent in 2014-15. Improving, and a long way from 100.
The question that prompted this answer also asked about teachers appointed for non-Hindi native languages in PM SHRI schools — a live concern in states that have objected to the scheme's conditionality on adopting the National Education Policy — and the ministry answers it only by annexure.
The term runs to 2029. Our verdict is lacks context.
