A correction: the '3 crore urban homes' figure this entry was imported with is not in the manifesto. PMAY-U 2.0 was launched on 1 September 2024 'for 1 crore additional eligible beneficiaries' across economically weaker, low income and middle income groups, through four verticals including an interest subsidy scheme — which is the instrument aimed at the middle-class buyers the manifesto names. On the manifesto's specific measures — cutting construction and registration costs, automatic approvals for standard housing designs — the ministry's answer says nothing, and it publishes no national figure for houses sanctioned or completed under the new mission.
“Fulfilling the Dream of Owning a Home — We will strengthen the RERA act… We will work with the state governments to facilitate home ownership for middle-class parivar jan through comprehensive measures including cost reduction in construction and registration, regulatory reforms like enabling automatic approvals for standard housing designs, among others.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of PMAY-Urban 2.0 has been tabled. The answer is state-specific and contains no national progress figures.
No audit period to plot — no CAG performance audit covering this scheme has been published.
PMAY-U 2.0 launched 1 September 2024 for 1 crore additional beneficiaries; 18,577 houses sanctioned in Tamil Nadu
The mission runs through four verticals — beneficiary led construction, affordable housing in partnership, affordable rental housing and an interest subsidy scheme. Only the last is directed at buyers taking home loans.
Lok Sabha Starred Question No. 262, Implementation of PMAY-U 2.0 in Tamil Nadu — answer by the Ministry of Housing and Urban Affairs
A note on the claim. This entry was imported as a promise of "3 crore pucca homes for urban middle class". The 2024 manifesto contains no such number for urban housing. Its urban housing commitment, under "Fulfilling the Dream of Owning a Home", is about cost and process: strengthening RERA, and working "with the state governments to facilitate home ownership for middle-class parivar jan through comprehensive measures including cost reduction in construction and registration, regulatory reforms like enabling automatic approvals for standard housing designs".
The scheme that followed is real. The Ministry of Housing and Urban Affairs told the Lok Sabha on 6 August 2026 that "Based on the learnings from the experiences of implementation of PMAY-U, Ministry of Housing and Urban Affairs (MoHUA) has launched PMAY-U 2.0 'Housing for All' Mission with effect from 01.09.2024 for 1 crore additional eligible beneficiaries belonging to Economically Weaker Section (EWS)/ Low Income Group (LIG)/ Middle Income Group (MIG) segments."
Its four verticals are "Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS)". The last of those is the one aimed at the group the manifesto names — middle-income buyers taking home loans — and its inclusion answers part of the promise.
What the answer does not provide is progress. This is a state-specific reply, and the only number in it is Tamil Nadu's: 18,577 houses sanctioned. No national figure for beneficiaries identified, houses sanctioned, houses completed or interest subsidy disbursed under PMAY-U 2.0 appears, nearly two years after launch.
And on the manifesto's own measures — reducing construction and registration costs, automatic approvals for standard housing designs — the answer is silent. Those are largely state and municipal levers, which is why the promise says "work with the state governments"; but a promise framed that way still needs a mechanism, and none is described.
The term runs to 2029. A mission exists and is running; the specific reforms promised and the progress of the mission are both unevidenced in the documents we hold. Our verdict is lacks context.
