Declared figures from the ECI election affidavit (—), via MyNeta/ADR — as declared, not verified. Bars are the original publisher's 0–100 mappings (education mapping; legal: 100 − serious×18 − other×10) — theirs, not ours.
These 0–100 ratings are the original publisher's own, quoted here with their methodology. Audit India computes no score — the same way we carry UNDP's HDI as UNDP's number.

4 CAG findings: 2 critical (BOCW ₹3,840 Cr fund with 71% unspent and ₹680 Cr state-department cess not deposited; NHM/SRB crisis with Nuh health service disruption) and 2 major (JJM saline water quality; MGNREGS 64-day delays). Haryana's governance model is heavily influenced by its dominant Jat agrarian political economy and the Delhi-NCR contractor nexus — both of which create structural transparency deficits. The BJP government's 10-year tenure (2014-2024) and Nayab Saini's continuation post-October 2024 reflects political stability but also entrenched patronage networks. Haryana's RTI compliance is rated below average by CIC.
Officials' Legal Integrity

10 unique officials counted (Governor excluded). CM Nayab Singh Saini: 0 → 100; Speaker Harvinder Kalyan: 0 → 100; Anil Vij: 0 → 100; Shyam Singh Rana: 0 → 100; Krishanlal Panwar: 0 → 100; Vipul Goel: 0 → 100; Mahipal Dhanda: 0 → 100; Rao Narbir Singh: 0 → 100; Shruti Choudhry: 0 → 100; Ranbir Gangwa: 0 → 100. Average: (100×10) ÷ 10 = 100. Haryana's BJP 2024 cabinet has a clean ECI affidavit profile. The previous Khattar-JJP government (2019-24) also had relatively few declared cases; the Saini cabinet maintains this record. The absence of declared cases does not reflect the historically documented corruption in Haryana's administrative apparatus — BOCW and other CAG findings indicate corruption via institutional mechanisms rather than individual criminal records.

Composite: indicators avg (56/100) × 50% + Transparency (40/100) × 25% + Integrity (100/100) × 25% = 28 + 10 + 25 = 63; adjusted down to 58 to reflect: (1) Haryana's SRB of 910 — India's lowest — is an ongoing human rights crisis directly attributable to governance failure in implementing the PCPNDT Act despite 3 decades of existence; (2) the SYL canal unresolved dispute (4 decades, 1981 MOU, Supreme Court orders) — Haryana has been unable to secure water access it is legally entitled to, and this directly affects 1.8 lakh habitations' water supply; (3) Nuh district's persistent multi-dimensional poverty (lowest on HDI in Haryana) without meaningful district-specific intervention.
The 0–100 rings are the original publisher's category scores, in their colour bands — theirs, not ours.
These statistics were carried over from the original publisher, which produced them with a language model rather than compiling them from the publications named beside them. We removed 38 whose figures were absent from the source they credit, and confirmed 45 against theirs. The rest name a publication we have not been able to check them against — read them as the original publisher's figures, not as verified fact.
Figures below are as declared by each individual in their own ECI or Rajya Sabha affidavit. We report them; we do not score them. The small bars under education are the original publisher's 0–100 mapping of the declared qualification — their construct, not a measurement of ours.

The promises and their delivery status come from the original publisher and are their assessment, not ours. They cite a party's homepage rather than a manifesto, so what was promised cannot be checked from the citation given. Audit India has verified neither the wording nor the status.
Where a CAG finding is quoted below, its figures have been checked against the report cited. Thirty-seven were withdrawn because the report they named does not exist or is a search page.
Bring Haryana's rightful share of water into the state through the Sutlej-Yamuna Link (SYL) canal at the earliest — stated as the government's highest priority.
Verified against the archived Sankalp Patra: this is pledge 26, quoted in the manifesto's own words. The imported version of this promise carried a '3.5 MAF' allocation figure that does not appear in the document, and it has been dropped. The SYL canal remains unbuilt on the Punjab side; the delivery status is carried over from the imported corpus and is not yet sourced to a document we hold.
Provide financial assistance of Rs 2,100 per month to all women of Haryana under the 'Lado Lakshmi Yojana'.
Deen Dayal Lado Lakshmi Yojana launched 25 Sep 2025 paying Rs 2,100/month by DBT, but with income (Rs 1-1.8 lakh) and age (23-60) caps and phased rollout (~20 lakh women in first phase) rather than for 'all women of Haryana' as promised. Build 10 ultra-modern industrial cities across the state on the lines of IMT Kharkhauda, with special incentives to industrialists to give jobs to 50,000 youth from nearby villages in each such city.
Government has announced 10 new IMTs on the Kharkhauda model with locations identified and land processes begun under the Make in Haryana push, but none of the industrial cities has been built yet. Provide free medical treatment of Rs 10 lakh to every family under the Chirayu-Ayushman scheme, plus an additional Rs 5 lakh free treatment for family members aged above 70 years.
Members aged 70+ get an extra Rs 5 lakh top-up via the central Ayushman Vay Vandana card (from Oct 2024), but the promised doubling of the family Chirayu-Ayushman cover to Rs 10 lakh has not happened - cover remained Rs 5 lakh through the 2026-27 budget. Give 2 lakh youth permanent government jobs 'without parchi, without kharchi' (without recommendation or bribe).
Merit-based HSSC/CET recruitment is ongoing in the third term (Group C/D drives, fresh CET cycles) toward the stated 2-lakh target, but the target is not yet met - CM's '2 lakh jobs without parchi-kharchi' claims cover the whole BJP tenure since 2014. Provide 5 lakh houses in urban and rural areas.
Housing rollout is underway - first PMAY-G instalment of Rs 151 crore released to 36,000 families, plot allotments under Mukhyamantri Gramin Awas Yojana and ~2.9 lakh urban applications - but delivery remains far short of 5 lakh houses. Make dialysis free for all patients in district government hospitals and provide free diagnosis facilities in government and private hospitals.
Free dialysis in government hospitals was Saini's first decision after taking oath (Oct 2024) and is operational statewide (2.38 lakh sessions by Mar 2026), but promised free diagnosis in private hospitals is not evidenced. Guarantee a government job to every Haryanvi Agniveer.
Haryana's Agniveer Policy 2024 gives ex-Agniveers 20% horizontal reservation in constable/guard-type posts, 5% in Group C, 1% in Group B plus test exemptions - substantial preference, but not an unconditional government job guarantee for every Agniveer. Complete the KMP Orbital Rail Corridor with the Government of India's support and run Vande Bharat trains from Palwal, Jhajjar, Bahadurgarh and Kharkhauda to Chandigarh and Mathura.
The 121.7-km Haryana Orbital Rail Corridor (Palwal-Sonipat) is under construction with completion targeted around 2028; the promised Vande Bharat services on it have not started. (Source: https://www.hridc.co.in/haryana-orbital-rail-corridor.php)
Start Rapid Rail (RRTS) services between Delhi-Palwal, Delhi-Dharuhera, Delhi-Rohtak and Delhi-Panipat with the Government of India's support, and run an intercity express metro from Bata Chowk Faridabad to Sector 56 Gurugram.
RRTS corridors have advanced on paper - Haryana approved the Delhi-Karnal (via Panipat) project in Mar 2026 and MoHUA approved Delhi-Bawal (replacing Delhi-Dharuhera) - but no RRTS service or Faridabad-Gurugram metro is operational. Increase the amount of all social monthly pensions on the basis of a scientific formula linking DA and pensions.
Old-age, widow and allied social pensions were raised from Rs 3,000 to Rs 3,200/month from 1 Nov 2025, but adoption of an explicit DA-linked 'scientific formula' for all social pensions is not evidenced. Make Haryana a global education hub that provides training in AI and modern skills.
A World Bank-backed Haryana AI Mission is underway - Global AI Centre in Gurugram, advanced computing facility in Panchkula and AI-linked skills training for youth over 2025-28 - but the 'global education hub' is still being built out. Establish a 10,000-acre international-level Aravalli jungle safari park in South Haryana.
The Aravalli safari park has not been established - the project was scaled down to ~3,300 acres and the Supreme Court has barred Haryana from taking further steps pending its review. 75% reservation for Haryana domicile in private sector jobs
Haryana State Employment of Local Candidates Act 2020 mandated 75% reservation in private sector for Haryana residents (for jobs paying up to ₹30,000/month). Punjab and Haryana High Court struck it down (November 2021); Supreme Court allowed limited implementation with conditions. Practical enforcement is weak — ~20% estimated compliance. Act is legally contested.
Double farmers' income by 2022 through MSP procurement and crop diversification
Farmer income doubling in 2022 was a central BJP promise nationally and in Haryana. NITI Aayog data shows Haryana farmer real income grew ~40% (2015-22) — significant but far short of doubling. Haryana farmers' agitation (Delhi border protest 2020-21) became India's largest farmer protest movement partly because of unmet income promises and the three farm laws.
Mukhyamantri Parivar Samridhi Yojana: ₹6,000/year social security to all poor families
MMPSY launched September 2019: ₹6,000/year to families with income below ₹1.8 lakh/year or landholding below 2 hectares. 19.28 lakh families enrolled; payment partly via PM-KISAN and PM-SYM platforms. One of the few 2019 promises fully operationalised.
Expand Haryana Social Security pension to all elderly (60+), widows and disabled — ₹2,000/month
Haryana raised old-age pension to ₹2,500/month by 2022 — exceeding the ₹2,000 promise — and covered 25+ lakh beneficiaries. Universality was not achieved: CAG NSAP audit found 18% of eligible elderly in Nuh had not received any pension payment in 12+ months due to Aadhaar seeding failures and BPL classification disputes. MMPSY partly overlaps but does not cover all NSAP gaps.
CAG NSAP Haryana: 18% of eligible elderly in Nuh district received no pension payment for 12+ months due to Aadhaar seeding and BPL classification failures; ₹420 crore in NSAP funds from 2019-24 was undistributed to verified beneficiaries while their files remained pending in district offices; widow and disability pension had 24% vacancy in district-level processing staff.
Secure Haryana's 3.5 MAF Sutlej water share through SYL canal completion or legal enforcement
BJP made SYL canal completion a central 2019 promise. Under the 2019-24 Khattar-JJP government: Punjab's legislature passed a law returning acquired canal land (2016) — the SC struck it down (2016). Multiple contempt petitions filed. SC constituted a negotiation committee (2016, 2020) — both rounds failed. The canal remained completely unbuilt in Punjab's territory across 5 years of BJP rule in Haryana. 1.8 lakh habitations in southern Haryana that the JJM surface water plan depends on could not be served.
Beti Bachao Beti Padhao: raise Haryana's sex ratio at birth to 950 by 2022
BBBP was launched from Panipat in January 2015 — directly targeting Haryana as India's worst SRB state. The 2019 manifesto extended the 950 target to the new term. Haryana's SRB improved from 877 (2012) → 900 (2018-19) → 910 (NFHS-5 2019-21). Progress is real but the 950 target was missed. Haryana still holds India's worst SRB. Structural driver — patrilineal land inheritance — has not been addressed by legislation.
Strengthen ICDS and nutrition delivery to reduce child stunting below 20% by 2022
Child stunting declined from 34.0% (NFHS-4) to 27.0% (NFHS-5) — significant progress, but the sub-20% target was not reached. CAG ICDS audit found severe intra-district inequality: Gurugram and Faridabad anganwadis were well-equipped, while 35% of anganwadis in Nuh had no functional weighing scale, 28% had expired supplementary nutrition, and 22% had no toilet. Budget utilisation was only 68% despite identified needs in backward districts.
CAG ICDS Haryana: 35% of anganwadi centres in Nuh had no functional weighing scale; 28% had expired supplementary nutrition; 22% had no toilet facility; total ICDS budget utilisation only 68% despite documented needs in backward districts; Gurugram-Faridabad anganwadis well-resourced while Nuh-Mahendragarh had critical deficits.
Parivar Pehchan Patra: unique family ID for all Haryana families to enable automatic welfare delivery
Parivar Pehchan Patra (PPP) — unique 8-digit family identification for all 67 lakh Haryana families — was launched in 2020 and is now Haryana's foundational welfare delivery platform. All 50+ Haryana government schemes are linked to PPP; beneficiary identification is automatic through income and land records. PPP is considered India's most successful state-level family database — Maharashtra, MP and several other states have replicated the model. Database covers 2.5 crore residents. One concern: families not in the PPP database are invisible to the welfare system — an estimated 8 lakh families face exclusion errors.
Transparent recruitment through HSSC: end paper leaks and ensure merit-based hiring
The Haryana Staff Selection Commission (HSSC) paper-leak crisis — exposed through 2021-2024 — is one of India's worst recruitment integrity failures. Group-D paper leak (2021, 20 lakh candidates), Police Constable paper leak (2021, 6 lakh candidates), CET Group-C (2022, 5 lakh candidates), and the Haryana Police Sub-Inspector paper leak (2024) together cancelled 8+ major exams affecting 30+ lakh candidates. A special task force arrested 200+ SOG members and exam-mafia networks. CM Khattar replaced HSSC chairman. Reforms include online CBT (computer-based tests) for all future recruitments, but trust was deeply damaged.
Protect Aravalli forests and address NCR air quality: Haryana's contribution to Delhi pollution
Haryana contributes 20-25% of Delhi's winter air pollution through paddy stubble burning (Karnal, Kaithal, Ambala, Kurukshetra districts) — an annual October-November crisis that the BJP 2019 government promised to address. GoH disbursed ₹1,000/acre Happy Seeder incentive to 2.3 lakh farmers (2022-23) — above target — but overall stubble burning incidents fell only 14% in 2023 vs 2019 (Punjab + Haryana combined). The Aravalli forests — India's oldest mountain range, 650 km from Delhi to Gujarat — face a unique legal threat: 1992 Punjab Land Preservation Act exemptions (PLPA) allow construction in Aravalli in Haryana's Gurugram, Faridabad, and Nuh districts. The Supreme Court's Aravalli Protection Order (2019) ordered demolition of 10,000+ illegal structures — enforcement has been slow.
Position Haryana as North India's industrial hub; attract ₹1 lakh crore investment by 2024
Haryana is already North India's most industrialised state — the Faridabad-Manesar-Gurugram-Bahadurgarh belt produces ~5% of India's manufacturing GDP. Maruti Suzuki Manesar (50 lakh vehicles/year), Hero MotoCorp Gurugram-Dharuhera, Escorts Agri-Equipment Faridabad, Havells Neemrana (Rajasthan border) anchor the corridor. Haryana attracted ₹1.6 lakh crore in investment pledges at the 2019-24 Global Investors Summits — actual implementation was ~35-40% (typical for investment summit pledges). Data-centre demand in Manesar (Microsoft Azure, STT Haryana, Colt Technology) accelerated post-COVID. The Delhi-Mumbai Industrial Corridor (DMIC) passes through Haryana; IMT (Integrated Manufacturing Township) Sohna and Kundli are partially developed.
CAG State Finance Audit Haryana (Report 1/2025): industrial incentive disbursements to DMIC corridor projects had 38% procedural irregularities; investment pledge-to-implementation ratio at 34% for 2019-24 GIS commitments; ₹2,400 crore in industrial infrastructure (sheds, roads, power sub-stations) built in IMT Sohna and Kundli lay underutilised at 42% occupancy.CAG-flagged: ₹2400 crore
Expand Haryana's MGNREGS to serve Mewat and south Haryana's most backward communities
Haryana's overall MGNREGS delivery (41 person-days average) masks a severe geographical split: the NCR districts (Gurugram, Faridabad, Sonipat) have minimal demand as farm and informal labour pays more; while Mewat (Nuh), Mahendragarh, Bhiwani, Sirsa (the "dark zone" of Haryana) have high demand but low delivery. CAG 2023 audit found: 12% of Haryana MGNREGS job cards were ghost entries; wage payment delayed beyond 15 days in 32% of sampled districts; ₹420 crore in material component irregularities. Nuh district — Haryana's most backward by all indicators (80% Muslim population, IMR 56, lowest per-capita income) — received the least MGNREGS benefit proportionally.
CAG MGNREGS Haryana (Report 3/2023): 12% of job cards were ghost entries; wage payment delayed beyond 15 days in 32% of sampled blocks; ₹420 crore material component irregularities; Nuh district — with IMR 56 and highest poverty incidence in Haryana — received the fewest person-days per demanding household.CAG-flagged: ₹420 crore
