These 0–100 ratings are the original publisher's own, quoted here with their methodology. Audit India computes no score — the same way we carry UNDP's HDI as UNDP's number.
Transparency
32/ 100
the original publisher
Based on 8 UP-specific CAG findings (6 critical, 2 major) across 2024–2025. Critical: 11.35 lakh PMAY-G eligible households excluded; ₹2,002.61 crore DDUGJY grants permanently lost; AYUSH ₹1,728 crore surrendered annually for 5 years; SPSE accumulated losses ₹37,979 crore exceed capital; Saryu Nahar 33× cost overrun with 80% CCA undelivered; SBM Urban zero source-segregation and fund-release delays up to 1,098 days.
Officials' Integrity
48/ 100
the original publisher
CM declared 9 criminal cases in 2022 ECI affidavit. Across 12 tracked elected officials: weighted affidavit integrity avg 68/100 (Yogi 9 cases/5 serious → 10, Swatantra Dev 7 cases/3 serious → 10, Nand Gopal 7 cases/7 serious → 10, Yogendra Upadhyaya 4 cases/3 serious → 36, Keshav Maurya 3 cases/3 serious → 46; 7 officials 0 cases → 100). Adjusted down 20 points for 6 critical CAG findings spanning housing, electrification, AYUSH, SPSE, irrigation and waste management.
Governance
39/ 100
the original publisher
Composite: state development indicators avg (37.5/100) × 50% + Transparency (32/100) × 25% + Officials' Integrity (48/100) × 25% = 38.75 → 39. UP has India's highest absolute crime volume, lowest-tier per-capita income, and the highest count of critical CAG findings among tracked states — compounding what should otherwise be a large-state delivery advantage.
The 0–100 rings are the original publisher's category scores, in their colour bands — theirs, not ours.
These statistics were carried over from the original publisher, which produced them with a language model rather than compiling them from the publications named beside them. We removed 38 whose figures were absent from the source they credit, and confirmed 45 against theirs. The rest name a publication we have not been able to check them against — read them as the original publisher's figures, not as verified fact.
Figures below are as declared by each individual in their own ECI or Rajya Sabha affidavit. We report them; we do not score them. The small bars under education are the original publisher's 0–100 mapping of the declared qualification — their construct, not a measurement of ours.

Findings from CAG audit reports on schemes as they ran in this state, quoted with their report references. We add no grade of our own.
Pradhan Mantri Awaas Yojana – Gramin (PMAY-G)
11.35 lakh eligible households were excluded from the beneficiary list despite being identified in the AwaasPlus survey. Of houses physically verified by CAG, 89% lacked piped drinking water and 74% lacked plastered walls — yet the state reported 98.47% completion. Only 0.04% of houses went to persons with disabilities against a 3–5% reservation.
What the audit measured
AwaasPlus 2018-19 identified 33.64 lakh eligible households; only 22.29 lakh (66%) were added to the Permanent Wait List — 11.35 lakh excluded, many erroneously. JPV of 2,079 "completed" houses found: 89% without piped water, 82% without PMAY-G logo, 74% without plastered walls, 58% without bathing area, 29% without toilets. ₹357.29 crore in Central share was foregone due to 40% administrative-fund utilisation. 79% of first-instalment releases were delayed.
DDUGJY / Saubhagya (Rural Electrification)
UP DISCOMs failed key implementation milestones, permanently losing eligibility for conversion of ₹2,002.61 crore in loans to grants. The core DDUGJY objective — separating agriculture from non-agriculture feeders for quality power supply — was not achieved: 71.22% of agricultural consumers remained on non-ag feeders. ₹402.44 crore was spent on items that should not have been incurred under the schemes.
What the audit measured
₹2,002.61 crore in grant-conversion opportunity permanently lost. ₹125.35 crore avoidable DDUGJY expenditure (concrete grouting of PCC poles outside scope) + ₹277.09 crore avoidable SAUBHAGYA expenditure (work executed in un-separated feeder areas). ₹26.65 crore excess payment to contractors for ineligible consumer connections. Off-grid SPV connections omitted from DPRs; REC independently allocated 1 lakh solar systems.
National AYUSH Mission (NAM)
The AYUSH Directorate surrendered 30.69% of its Ayurveda revenue budget (₹1,728 crore of ₹5,631 crore) on the last day of each financial year across all 5 audit years — indicating deliberate non-planning. 71% of sanctioned posts in Fifty-Bedded Integrated AYUSH Hospitals were vacant. 51% of Health & Wellness Centres had no internet; 21% had no electricity.
What the audit measured
Savings surrendered on last day: Ayurveda 30.69% (₹1,728 Cr), Homeopathy 23.68% (₹615 Cr), Unani 33.60% (₹230 Cr) — every year, for 5 consecutive years. 71% vacancy (538 posts) in 11 functional FIAHs. 528 of 1,034 sanctioned HWCs without internet; 219 without electricity as of Jan 2025. State Pharmacy produced only 59.94% of approved medicine types at 51.35% of target quantity.
State Public Sector Enterprises (SPSEs)
27 of 68 functional UP SPSEs recorded losses of ₹32,393 crore. Accumulated losses of ₹37,979 crore have exceeded the entire paid-up capital of ₹26,891 crore — making the SPSE sector technically balance-sheet-insolvent. To sustain these enterprises, GoUP provided ₹28,319 crore in grants/subsidies in 2022-23 (up 21%) and issued ₹46,642 crore in guarantees.
What the audit measured
Net sector deficit: ₹30,223 crore (losses exceed profits 15×). Power distribution companies dominate the loss list. CAG's financial statement comments had a ₹4,686 crore impact on reported profitability and ₹10,376 crore on financial position — indicating systematic accounting misrepresentation. GoUP has invested ₹1,74,333 crore (42% of total SPSE investment) in equity and long-term loans.
Saryu Nahar Pariyojana (SNP) — Irrigation
The Saryu Canal Project was commissioned in December 2021 — 43 years after it started — at ₹10,003 crore, a 33× overrun on the 1982 estimate of ₹299 crore. Despite this, command area development (the local canal networks that actually carry water to farmers) was complete in only 20% of the Culturable Command Area. Most farmers in the nine targeted eastern UP districts still cannot receive water.
What the audit measured
Original 1982 estimate: ₹299.20 crore. Final cost: ₹10,003.11 crore. Drivers: 43-year delay compounding price inflation, incorrect rate analysis, overestimation, land acquisition dragging for decades, tenders invited without technical sanctions. 80% of the 11.29 lakh hectare CCA remains without functioning canal distribution.
Swachh Bharat Mission (Urban) — Solid Waste Management
Fund release to Urban Local Bodies ranged from 0–63% of available SWM funds during 2016-22. Capacity-Building funds were released with delays of 11 to 1,098 days. SWM plans existed in only 3 of 45 test-checked ULBs. Source segregation was absent in every single test-checked ULB surveyed.
What the audit measured
State released SWM funds to Mission Director with delays of 55–236 days. Only 12 of 45 ULBs had SWM bye-laws. Of 112 planned capacity-building training programmes, only 53 were organised. Waste processing capacity ranged from 26–71% at state level. Public survey confirmed zero source-segregation adoption in all test-checked areas — the foundational step in waste management was entirely absent.
Central Road Fund (CRF) — Road Upgradation
78% of test-checked CRF road-upgradation works were completed with delays of 59 to 1,474 days. ₹45.68 crore was paid to contractors before work was even measured — a fundamental financial controls violation. Budget was over-provisioned at ₹20,730 crore for work that cost ₹6,492 crore (319%).
What the audit measured
A delay of 1,474 days means a road promised in one year was delivered four years later. ₹45.68 crore in 8 contracts paid before measurement of executed works — removing all leverage to enforce quality. 15 of 111 tenders had Bill of Quantities revised by more than 50% after bids were already opened, effectively bypassing competitive procurement for the costliest items.
Ghaziabad Development Authority (GDA) — Urban Development
GDA constructed only 9,960 of 25,000 targeted EWS (Economically Weaker Section) housing units — 40% of its own Master Plan 2021 target. A ₹1,089.45 crore Hindon Elevated Road was built outside the approved Master Plan, contrary to NCRPB directives. The State Government withheld ₹347.43 crore in stamp-duty dues owed to GDA.
What the audit measured
Developers in Integrated/Hi-tech Township schemes built only 2,133 of their 6,382 contractual EWS/LIG units (33%); GDA took no action against defaulters. Overall MP-2021 delivery: residential 21%, public/semi-public 39%, commercial 66%. The ₹1,089 crore off-plan road consumed more capital than all EWS housing combined while delivering infrastructure outside the sanctioned planning framework.
The promises and their delivery status come from the original publisher and are their assessment, not ours. They cite a party's homepage rather than a manifesto, so what was promised cannot be checked from the citation given. Audit India has verified neither the wording nor the status.
Where a CAG finding is quoted below, its figures have been checked against the report cited. Thirty-seven were withdrawn because the report they named does not exist or is a search page.
Complete Ganga Expressway (594 km, Meerut–Prayagraj) and build 5 additional expressways
Ganga Expressway: 594 km awarded Feb 2021; partial opening (Meerut–Shahjahanpur, 247 km) Sep 2024; full opening expected mid-2025. Of 5 additional expressways (Vindhya, Chitrakoot, Ballia Link, Bundelkhand Phase-II, Gorakhpur Link-II), only Gorakhpur Link (91 km) opened Jun 2022. Three others under DPR/bidding stage as of 2025.
Jewar (Noida International) Airport: Phase 1 operational by 2024
Foundation stone Oct 2021; Phase 1 (12 MPPA) construction underway; commercial operations delayed from Dec 2024 target to Apr 2025, then 2026 due to land-acquisition disputes (44 villages, ~6,000 farmers) and contractor delays. As of 2026, runway trials ongoing.
Metro network expansion: Agra, Meerut, Kanpur and Gorakhpur Metros operational
Agra Metro: Phase 1 (6 km Taj East Gate–Jama Masjid corridor) opened Mar 2024 ✅. Meerut Metro (RRTS corridor, 17 km inside Meerut): partial sections operational 2024 ✅. Kanpur Metro: fully open (23.8 km) Dec 2023 ✅. Gorakhpur Metro: DPR approved 2023, tendering 2025; not yet started construction.
4G/5G connectivity to all 97,941 villages; 1 Gbps broadband to all gram panchayats
4G coverage: ~87% of UP villages covered (BharatNet + private), leaving ~13,000 villages underserved — concentrated in Bundelkhand and eastern UP. 5G rolled out in 22 major cities. BharatNet Phase-II: 58,000 of 97,000+ GPs connected with optical fibre by 2025; last-mile activation incomplete in ~30%.
Sugarcane SAP: ensure payment to farmers within 14 days of purchase
Perennial failure. SAP arrears at season-end: ₹6,820 crore (2022-23), ₹5,280 crore (2023-24), ₹7,265 crore (2024-25). The 14-day payment norm has never been consistently met in any crushing season since 2017. UP Cane Commissioner data confirms delays of 60–120 days in peak seasons.
PM-Kisan: expand to all eligible farmers; disburse ₹6,000/year to 2.5 crore UP farmers
2.38 crore UP farmers receive PM-Kisan; ₹46,000 crore disbursed to UP since 2019. Face-authentication (eKYC) requirement caused ~12 lakh farmers to be dropped temporarily in 2022; most reinstated by 2023. Highest UP coverage of any central farm scheme.
PMAY-Gramin Phase 2: build 25 lakh pucca homes for rural poor by 2025
18.4 lakh homes sanctioned under PMAY-G Phase 2 for UP (2022-25); 14.1 lakh completed by Mar 2025, 4.3 lakh in various stages. Completion shortfall driven by ground subsidence in Bundelkhand, contractor fraud, and beneficiary documentation issues. Target revised to FY2026.
Double farmer income by 2025 (NITI Aayog doubling income framework)
Agriculture income in UP grew ~38-45% in nominal terms 2016-17 to 2022-23, far below the doubling target even without inflation adjustment. In real terms, farm income rose ~10-15%. NITI Aayog's own assessment (2023) found India missed the national target by 2022; UP's distress migration data (1.4 crore migrants in NSSO 2022) indicates persistent agricultural poverty.
Eliminate organised crime: busting all 1,700 listed criminal gangs in UP
760+ criminal gang members killed in encounters 2017-2024; ~183 gangsters killed (NHRC issued notices on 183 encounter deaths). UP STF neutralised gangs of Mukhtar Ansari (died custody 2024), Atique Ahmed (killed 2023), and Srimukhi gang. However, NCRB 2023: UP remains ranked 2nd in organised crime cases nationally; gang structures reform rather than disappear.
Make UP crime-free: reduce IPC crime rate to below national average
IPC crime rate (per 1 lakh population): UP 2016 = 165, UP 2022 = 149, National average 2022 = 258. UP's crime rate is now below national average — metric promise kept. However, NCRB data also shows UP has highest absolute crime numbers (19.7 lakh IPC cases 2022) due to population size. Crimes against women (rape, dowry death) remain high in absolute terms.
Full digitisation of land records and mutation in all 75 districts under DILRMP
75 of 75 districts have digitised Khatauni (record of rights) — 98% of land parcel records computerised. Online mutation (dakhil kharij) available on UP Bhulekh portal. Remaining gaps: disputed plots (~8% of records have litigation flags), map (Shajra) digitisation at 71%, and sub-registrar integration incomplete in 14 districts.
Make UP India's #1 economy: GSDP ₹25 lakh crore by FY2026-27
UP GSDP: ₹19.5 lakh crore (FY2022-23), ₹24.7 lakh crore (FY2024-25 advance estimate). On track to cross ₹25 lakh crore by FY2025-26 — one year ahead of target. UP moved from 2nd to maintaining 2nd position (behind MH) in state GSDP rankings. The separate '$1 trillion economy' framing requires ₹85+ lakh crore — not achievable this decade.
Defence Manufacturing Corridor (Lucknow-Agra): attract ₹50,000 crore investment
65 defence companies established in UP corridor nodes by 2025; ₹26,100 crore investment facilitated (52% of ₹50,000 crore target). Production started: BEL optics unit (Lucknow), Adani Defence (Kanpur ammunition plant), Alpha Design Technologies. Remaining ₹24,000 crore at LOI/MoU stage. Target timeline revised to 2028.
Global Investors Summit 2023: materialise ₹10 lakh crore in actual ground-level investment
GIS 2023 (Feb, Lucknow) received MoUs worth ₹33.5 lakh crore from 19,000+ investors. Actual ground-level investment facilitated by 2025: ~₹7.4 lakh crore (22% materialisation). Materialisation rate is typical for such summits globally (15-25%). Key actual investments: Samsung (Noida expansion), Tata Electronics (Lucknow), MSME clusters.
ODOP and MSME sector: create 2 crore new jobs by 2027
UP MSME: 1.34 crore new MSME registrations on Udyam portal 2022-2025 (largest of any state). Employment: PLFS 2023-24 shows UP labour force participation improved (LFPR 49.1% from 47.8% in 2019-20), but absolute employment numbers are disputed — informal sector dominates and job quality metrics absent. ODOP products: 88 GI tags secured; exports grew 18% in 2024.
AIIMS Gorakhpur: fully operational with all clinical departments and 750 beds
AIIMS Gorakhpur fully operational by 2024: 750 inpatient beds, 18 speciality departments, OPD averaging 3,200 patients/day. Trauma centre and ICU functional. Research wing and super-specialty block under expansion (Phase 2, expected 2026). One of the faster AIIMS to operationalise nationally.
One medical college per district: expand to 75 government medical colleges
UP government medical colleges: 23 (2017) → 55 (2025). Target: 75 (one per district). 20 more colleges under construction across districts lacking one. MBBS seats grew from 2,300 (2017) to 6,150 (2025). Remaining 20 colleges expected by 2027-28. Faculty shortage remains: 42% sanctioned posts vacant at new colleges.
CAG Report No. 8 of 2024 (Public Health Infrastructure and Management of Health Services — UP): Doctor vacancy 58% at CHCs; nurse vacancy 47%; 62% of sanctioned specialist posts unfilled. ₹1,890 crore NHM funds lapsed unspent 2018-22.CAG-flagged: ₹1890 crore
Mukhyamantri Jan Arogya Yojana: health insurance cover to 15 crore UP residents
Ayushman Bharat (AB-PMJAY) + MJAY together cover 15.4 crore UP beneficiaries. 2.18 crore hospitalisations availed free treatment 2019-2025; ₹22,800 crore claims settled. MJAY fills the gap for those above BPL threshold but below ₹1.8 lakh income. Common finding: private empanelled hospitals over-billing; UP NHA investigated 1,800+ fraud cases 2022-24.
PM Jan Aushadhi: generic medicines at every CHC and PHC across UP
1,680 PM Jan Aushadhi Kendras operational in UP as of 2025 — highest of any state. However coverage at PHC level remains patchy: 6,734 PHCs in UP but Jan Aushadhi stores only at ~900 PHC-level facilities. Rural/remote CHCs in Bundelkhand and eastern UP still rely on expensive branded medicines due to absence of stores.
Free tablet/smartphone for 1 crore Class 9-12 government school students
38.09 lakh tablets/smartphones distributed under UP Swami Vivekanand Yuva Sashaktikaran Yojana 2022-2025 against a 1 crore (100 lakh) total target — 38% delivered. Phase-wise distribution: 25 lakh in 2022-23, 13 lakh in 2023-25; FY2025-26 batch (25 lakh target) tendered but delivery pending.
Atal Residential Schools: expand to all 75 districts for underprivileged children
All 75 districts now have at least one Atal Residential School; enrolment: ~37,500 students (grade 6-12). Each school has 500-capacity design; sports grounds, labs, and hostels operational. 2024: 1,800 students cleared NEET/JEE from Atal schools — notable for first-generation learners.
New ITIs and polytechnics: 60 new ITIs, 50 new polytechnics in underserved districts
38 new ITIs and 31 polytechnics sanctioned 2022-2025; construction completed for 24 ITIs and 18 polytechnics. Original target of 60+50 not yet met. UP skill training seats: 4.8 lakh/year (2022) → 6.2 lakh/year (2025). Placement rates at existing ITIs hover at 60-65%.
Mission Shakti Phase 4: reach 10 crore women with welfare benefits and safety net
Mission Shakti (launched Oct 2020): covers Ujjwala, PMAY, Jan Dhan, Kanya Sumangala, Widow Pension under one umbrella. 8.2 crore women registered as beneficiaries by 2025. Remaining ~2 crore gap: tribal women in forest areas (IPC land titles not settled), undocumented women migrant workers, and women without Aadhaar-bank linkage.
Free ration (PMGKAY): continue and expand to all 15 crore UP NFSA beneficiaries
PMGKAY (5 kg grain/person/month) extended nationally through 2028; 15.4 crore UP beneficiaries receive free ration under NFSA + PMGKAY. UP runs its own additional "Mukhyamantri Awasiya Bhu-adhikar Yojana" for non-NFSA households. No diversion reported at scale; leakage estimated at 8% (NSSO round).
Kanya Sumangala Yojana expansion: ₹25,000 per girl across 6 education milestones
Amount enhanced from ₹15,000 to ₹25,000 per girl (budget 2023-24) ✅. 18.7 lakh girls enrolled by 2025; 3.8 lakh applications rejected due to documentation issues (birth certificate, bank account linkage). Target of 25 lakh girls not yet reached. Rural penetration weakest in Azamgarh, Sitapur divisions.
24×7 power supply: uninterrupted electricity in all urban areas, 22-24 hours in rural
Urban UP: average 23.5 hrs/day supply (UPPCL 2024). Rural UP: 19.8 hrs/day average — significant improvement from <12 hrs in 2017. Eastern UP (Varanasi, Azamgarh divisions) still sees 4-6 hour cuts in peak summer demand. UPPCL continues to run at loss (₹84,000 crore accumulated debt); cross-subsidy structure and agricultural power pricing are structural constraints.
Namami Gange: intercept all 47 major Ganga drains in UP; Ganga swimmable by 2025
As of 2025, 24 of 47 major Ganga drains in UP remain untreated. STPs built under UASB technology: 94 plants commissioned, but CAG 2023 found 62 non-functional or severely underperforming. Ganga BOD at Kanpur: 12-18 mg/L (target: ≤3 mg/L). Coliform levels at Varanasi ghats: 2,100 MPN/100 mL vs safe bathing standard of 200. "Swimmable by 2025" target definitively missed.
CAG Report No. 39 of 2017 (National Performance Audit, Namami Gange / Rejuvenation of River Ganga): 62 of 94 UASB-technology STPs non-functional or severely underperforming; 24 of 47 major drains into Ganga still untreated; ₹1,280 crore spent on underperforming STPs; Kanpur BOD target (3 mg/L) not achieved despite ₹5,200 crore Namami Gange expenditure in UP.CAG-flagged: ₹1280 crore
10,000 MW renewable energy capacity in UP by 2026 (solar + wind)
UP installed renewable capacity: ~4,500 MW (2025) — 45% of target. Solar projects: UP largest procurer of solar power in northern India; Bundelkhand Solar Park (1,400 MW, Jhansi-Lalitpur) under construction. Wind: limited potential in UP; capacity additions minimal (~350 MW). Revised realistic target: 6,000-7,000 MW by 2026; 10,000 MW achievable by 2028-29.
Develop Ayodhya as India's premier pilgrimage city; complete Ram Mandir and all infrastructure by 2024
The Ram Mandir (Shri Ram Janmabhoomi Mandir) in Ayodhya — consecrated on January 22, 2024 by PM Modi — is the most politically and culturally significant construction project of the BJP era. Built on a 2.7-acre sanctum in the 70-acre complex; 161-foot high shikhara; cost ~₹1,800 crore (temple trust funds). The UP government's Ayodhya Development Authority (ADA) invested ₹30,000+ crore in surrounding infrastructure: the Maharishi Valmiki International Airport (Ayodhya), NH-27 widening, a new railway station, riverfront ghats and the 2.2 km Ram Path Marg. Pilgrimage traffic: 10 crore visitors in 2024 vs 2 crore pre-temple. Ayodhya's tourism economy transformed — hotel rooms grew from 400 to 12,000 in 3 years.
Kashi Mahakal Corridor: pilgrim infrastructure for Varanasi, Mathura and major Shakti Peethas
Kashi Vishwanath Corridor (KVC) — inaugurated December 2021 — is UP's most visited urban development project: 5.4 lakh sq ft, connecting the temple directly to the Ganga ghats, with 23 buildings including museums, galleries, mandapams, tourist facilities. ₹800 crore project. Banaras's GDP grew 18% in the two years post-KVC (2022-24) driven by religious tourism. Mathura-Vrindavan corridor (₹1,000 crore) is under construction, targeting ISKCON/Braj Mandal pilgrims. The 51 Shakti Peethas development project has released funds for 6 major UP sites (Vindhyachal, Kamakhya-UP, Sharda Mata Maihar). Varanasi receives 9 crore tourists/year (2024) — among India's highest for any non-metros.
Har Ghar Bijli: 100% household electrification under Saubhagya; no village unelectrified in UP
UP declared 100% village electrification under DDUGJY in 2018 and 100% household electrification under PM Saubhagya by June 2020 — 1.61 crore previously unelectrified households connected. This was the largest rural electrification drive in Indian history. However CAG DDUGJY & Saubhagya UP (2025) found: 18% of "electrified" households in 8 surveyed districts had non-functional connections (meter issues, wire theft, unpaid bills); in Purvanchal (Azamgarh, Mau, Ballia divisions), low-tension infrastructure was overloaded, causing frequent burnouts; ₹3,200 crore in transformer and wire procurement had 32% quality failures under DDUGJY.
CAG DDUGJY & Saubhagya UP (2025): 18% of "electrified" households in 8 districts had non-functional connections at time of audit; Purvanchal's low-tension infrastructure overloaded causing frequent burnouts; ₹3,200 crore transformer and wire procurement had 32% quality failures; rural average supply hours in Azamgarh division at 14 hrs/day, far below the 22-24 hr rural UP commitment.CAG-flagged: ₹3200 crore
Complete 17.5 lakh PMAY-Urban houses in UP; end urban homelessness for EWS and LIG families
UP received the highest PMAY-U sanction of any state: 17.5 lakh houses (23% of national target). CAG PMAY UP (Report 8/2025) found: only 9.8 lakh completed and handed over — 56% completion rate; 4.2 lakh under construction; 3.5 lakh sanctioned but not started. Urban poor who received incomplete houses cannot move in; 12% of completed houses had structural defects (waterproofing, toilets non-functional, no electricity connection despite completion certificate). Key failure zones: Lucknow (GDA area), Kanpur, Agra and Varanasi — where land acquisition and contractor defaults caused delays. Beneficiaries who paid their ₹1–1.5 lakh contribution share and received nothing are among UP's most aggrieved urban poor.
CAG PMAY Urban UP (Report 8/2025): only 56% (9.8 lakh) of 17.5 lakh sanctioned houses completed and handed over; 3.5 lakh not started; 12% of completed houses had structural defects; beneficiaries who paid ₹1-1.5 lakh own contribution stuck without possession; Lucknow GDA area had 38% completion rate — worst in UP.
Lucknow Metro: complete North-South and East-West corridors; extend to Amausi airport
Lucknow Metro Phase 1A (Transport Nagar to CCS Airport, 22.87 km) operational since September 2017. Phase 1B (Sachivalaya to CCS Airport extension) and East-West corridor were promised by 2022 and 2025 respectively — neither complete. PM Fasal Bima Yojana (PMFBY): insure all crop loans; 100% UP farmer enrolment
2.1 crore UP farmers enrolled in PMFBY 2017-2022; claim settlement rate 68% overall, lower (52%) for non-loanee voluntary enrolees. Premium subsidy borne by UP state + centre. Gaps: contract farming not covered, horticulture excluded from many districts, and private insurers exited 8 UP districts citing claim ratios.
Deploy anti-romeo squads at all colleges and public spaces for women's safety
Deployed within 1 week of government formation in March 2017. Effective initially in deterring eve-teasing in city areas. However, drew criticism for overreach and moral policing: couples detained, interfaith encounters flagged. Renamed "Operation Shakti" 2021 and rebranded with less aggressive mandate. NCRB: crimes against women (rape, molestation) fell marginally 2017-2020 then rose 2021-2022.
Zero tolerance for gangsters and mafia: eliminate organised crime networks
UP STF and police conducted 3,302 encounters 2017-2022; 183 criminals killed, 13,000+ injured/arrested. High-profile targets: Vikas Dubey (killed Jul 2020), Mukhtar Ansari (died custody Mar 2024), Atique Ahmed (killed Apr 2023 on live TV). NHRC issued notices citing extrajudicial killings. Supreme Court questioned encounter policy in 2020. Gang activities reduced but not eliminated.
Establish POCSO fast-track courts for child abuse and rape cases in every district
218 POCSO/rape fast-track special courts established in UP — highest of any state. NCRB 2022: UP's conviction rate in POCSO cases rose to 67% (national average 39%). Average trial duration reduced from 5 years to 18 months. Pendency remains high: 1.2 lakh POCSO cases pending in UP courts as of 2024 (backlog pre-dates FTC establishment).
Purvanchal Expressway (341 km, Lucknow–Ghazipur): build and open by 2020
Inaugurated Nov 16, 2021 by PM Modi (1.5 years behind original 2020 target due to COVID-19 land acquisition delays). 6-lane expressway; India's longest in a single state at time of opening. Construction cost: ₹22,497 crore. Travel time Lucknow–Ghazipur cut from 7 hours to 3.5 hours.
Kashi Vishwanath Corridor: restore and beautify the pilgrim precinct in Varanasi
Inaugurated Dec 13, 2021. ₹339 crore project; 23 decrepit buildings demolished, 27 ancient temples restored. Corridor connects Kashi Vishwanath temple directly to Ganga ghats across a 320-metre path; 50,000+ sq metre precinct. Pilgrims: 3.5 crore/year before corridor; ~7 crore/year after. Some historians noted demolition of old havelis without adequate heritage survey.
PMGSY rural roads: connect all habitations with >250 population
UP built 12,640 km PMGSY roads 2017-2022 — among top 3 states nationally. Connectivity: 83% of target habitations connected (91,491 of 1.1 lakh habitations). Remaining ~19,000 habitations concentrated in waterlogged eastern UP tarai, riverine islands, and Bundelkhand rocky terrain. Target revised under PMGSY-III to 2024.
Attract ₹2 lakh crore investment at UP Investors' Summit 2018
UP Investors' Summit 2018 (Feb, Lucknow): ₹4.28 lakh crore MoUs signed — double the ₹2 lakh crore target. Actual ground-level investment materialised by 2022: ~₹65,000 crore (15% materialisation rate). Major actual investments: Samsung (Noida semiconductor), Tata Consultancy, Amazon warehousing. Low materialisation typical for such events.
Create 50 lakh new jobs in 5 years across sectors
Net employment creation 2017-2022 is disputed. CMIE data: UP employment fell 2017-2020 (demonetisation + GST disruption + COVID), partially recovering by 2022. PLFS 2021-22 vs 2017-18: LFPR rose marginally (from 46.9% to 47.8%), but absolute employed persons estimate (NSSO) showed ~22-28 lakh net addition — well below 50 lakh. Informal sector dominates; quality metrics absent.
AIIMS Gorakhpur: construction complete and MBBS admissions start by 2019
MBBS batch admitted 2018 (one year early on academics ✅), but hospital-wing delay: OPD opened 2019, in-patient wards phased 2020-22, all clinical departments fully operational only by 2023-24. Original promise of full operationalisation by 2019 not met. Final timeline: 5 years behind schedule for complete campus.
Ayushman Bharat UP: health insurance cover for 1 crore BPL families
UP enrolled 1.08 crore families under AB-PMJAY (2018 launch); enhanced to include non-NFSA households via MJAY 2019. 2.18 crore hospitalisations treated free 2018-2022; ₹12,300 crore claims settled. UP used OPD coverage as a differentiator (beyond PMJAY's IPD-only scope). Common issue: some empanelled hospitals de-listed for fraud.
Reduce Infant Mortality Rate to 30 per 1,000 live births by 2022
IMR (SRS): UP 2016 = 64, UP 2020 = 38, UP 2022 = 33. Significant improvement — from 64 to 33 in 6 years — but target of 30 not met by 2022. Achieved 33 by 2022, reached ~30 by 2024. Primary drivers: Intensified Mission Indradhanush (vaccination), improved institutional deliveries (now 78%), and Janani Suraksha Yojana JSY payments.
Free textbooks, uniforms and mid-day meals for all Class 1-8 government school students
1.87 crore students received free textbooks and uniforms annually 2017-2022; ₹1,940 crore annual scheme. Mid-day meal: 1.81 crore students in UP covered. PM Ujjwala Yojana (PMUY): free LPG gas connection to every BPL household
UP received 1.47 crore Ujjwala connections (Phase 1, 2016-18) + Phase 2 — largest state beneficiary (22% of national total). Refill uptake challenge: NSSO survey found only 58% of Ujjwala beneficiaries in UP refilling at the 12-month mark due to price. Free first refill extended under Ujjwala 2.0 (2021) mitigated this partially.
Increase widow pension to ₹500/month and expand to all eligible widows
Pension enhanced to ₹500/month ✅ (from ₹300); further increased to ₹1,000/month in 2023. UP NSAP: 32 lakh widows enrolled by 2022; Aadhaar-DBT transfer ensured leakage-free direct payment. Remaining gap: ~6 lakh widows without bank accounts or Aadhaar linkage excluded.
Beti Bachao Beti Padhao: sex ratio at birth above 900 in all 75 districts
State-level SRB: 879 (2015) → 904 (2021) — above 900 target met at state level ✅. District level: 68 of 75 districts above 900 SRB by 2022; 7 districts remain below 900 (concentrated in western UP: Shamli, Baghpat, Muzaffarnagar, Meerut, Bulandshahr divisions). Female ultrasound clinics monitored under PC&PNDT Act increased from 420 to 890 registered centres.
Clear all pending sugarcane arrears; ensure mills pay within 14 days of purchase
UP is India's largest sugarcane producer — 50% of national production. Sugarcane payment arrears (Dues to farmers from sugar mills) are a chronic structural crisis: at the start of every BJP term the backlog is ≥₹10,000 crore. In 2017, the incoming Yogi government inherited ₹14,500 crore in sugarcane dues. By 2019, most was cleared through state pressure on mills + UPPCL power tariff agreements. By 2022, new dues stood at ₹6,000 crore (a perennial reset). Yogi 2.0's 14-day payment rule — embedded in the UP Sugarcane (Regulation of Supply and Purchase) Act — is routinely violated. By mid-2026, outstanding dues were ₹9,200 crore (180 lakh farmers owed money across 120 operational sugar mills). The structural cause: the State Advised Price (SAP) for sugarcane set by GoUP is typically ₹200-₹350/quintal higher than the FRP (Central Fair & Remunerative Price), making mills chronically unviable at current sugar MSP without subsidy.
Fix public health infrastructure; prevent deaths due to medical oxygen and equipment shortage
In August 2017 — just months into Yogi's first term — BRD Medical College Gorakhpur suffered the deaths of 70+ children (mostly infants and encephalitis patients) in 5 days due to oxygen supply disruption (the supplier had not been paid ₹68 lakh in arrears). The BJP government initially disputed the oxygen-cause narrative; a CBI inquiry and subsequent UP government inquiry confirmed oxygen supply disruption as a primary factor. The incident became a national crisis over public health infrastructure. During COVID-19 (April-May 2021 second wave), UP saw the worst oxygen crisis in India: bodies on Ganga banks in Prayagraj, Varanasi and Ghazipur — graphic images that circulated globally. Official COVID death toll: 22,898. Excess mortality estimates (The Economist/CGD India): 20-40 lakh excess deaths in UP during COVID — one of the largest single-state excess mortality events in modern history. Yogi government disputed these figures. Post-COVID, UP installed 540 oxygen plants (PM CARES) in 2021-23; hospital infrastructure improved but specialist vacancies remain above 40%.
Temple at Ram Janmabhoomi: facilitate construction of Ram Mandir at the disputed Ayodhya site
Ram Janmabhoomi has been a core BJP promise since 1989 and the defining political issue of Yogi Adityanath's tenure. The Supreme Court's unanimous 5-judge bench verdict (November 9, 2019) awarded the disputed 2.77-acre site to the Ram Janmabhoomi Nyas (Hindu side) for temple construction; the Sunni Waqf Board was awarded 5 acres of alternative land in Ayodhya. The Shri Ram Janmabhoomi Teerth Kshetra Trust was constituted February 2020; foundation laying (bhumi puja) by PM Modi on August 5, 2020; consecration (pran pratishtha) ceremony on January 22, 2024. The Yogi 2017-22 government ensured smooth acquisition of 70 acres for the temple complex; UP Police maintained order through the legally sensitive period. The temple's economic impact on Ayodhya — and the political consolidation of Hindu votes for BJP in 2022 — are both consequential outcomes of this term.
