The campaign was launched by name, within nine months, and the indicators it targets have improved modestly — but the government itself does not claim the improvement is the scheme's. Beti Bachao Beti Padhao began on 22 January 2015. The Ministry of Women and Child Development told Parliament on 31 July 2026 that the sex ratio at birth rose from 918 to 929 between 2014-15 and 2025-26 and girls' secondary gross enrolment from 75.51 to 83.4 per cent. In the same paragraph it attributes those movements to the PCPNDT Act and Samagra Shiksha as well. Total expenditure since inception is ₹1,075.37 crore over eleven years, most of it on 78,305 awareness activities — this is a communications campaign, and it is funded like one.
“Launch a national campaign for saving the girl child and educating her - Beti Bachao - Beti Padhao. Structure a comprehensive scheme, incorporating best practices from past successes like Balika Samruddhi, Ladli Laxmi and Chiranjeevi Yojana to support encourage positive attitude amongst families towards the girl child.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of Beti Bachao Beti Padhao has been tabled in a report we hold. The two evaluations the ministry cites, in 2020 and 2025, were conducted through NITI Aayog.
No audit period to plot — no CAG performance audit covering this scheme has been published.
Sex ratio at birth 929 in 2025-26, up from 918 in 2014-15; ₹1,075.37 crore spent since inception
The sex ratio figure is from the Health Management Information System, which records institutional births reported by facilities, not a survey of the population. The 2025-26 value is provisional.
Lok Sabha Unstarred Question No. 2086, Beti Bachao Beti Padhao Scheme — answer by the Ministry of Women and Child Development
The 2014 manifesto promises a named campaign: "Launch a national campaign for saving the girl child and educating her - Beti Bachao - Beti Padhao", plus "a comprehensive scheme, incorporating best practices from past successes like Balika Samruddhi, Ladli Laxmi and Chiranjeevi Yojana."
The campaign was launched on 22 January 2015, nine months after the manifesto, under exactly that name and run jointly by the ministries of Women and Child Development, Education and Health. On the promise as written, that is delivery.
The harder question is whether it did what it was for, and the ministry's own answer of 31 July 2026 is unusually careful about not overclaiming. On the headline indicator: "the Sex Ratio at Birth (SRB) is showing improving trends and has increased from 918 to 929 at national level during 2014-15 to 2025-26 (provisional)." On education: "Gross enrolment ratio of girls in the schools at secondary level has increased from 75.51% in 2014-15 to 83.4% in 2025-26."
Both are real improvements. But the next sentence in the same answer says who else did it: "The interventions of M/o Health and Family Welfare (PCPNDT Act) and Department of School Education and Literacy (Samagra Shiksha Abhiyan) also helps in the overall improvement in the SRB and GER data respectively." Sex selection is deterred by enforcement of the pre-conception and pre-natal diagnostic techniques law; girls stay in school because schools, toilets, bicycles and scholarships exist. BBBP's contribution is not isolated in any published evaluation, and the ministry does not claim it is.
The money tells the same story. "A total expenditure of ₹1075.37 crore has been incurred under the scheme since inception upto June, 2026" — roughly ₹98 crore a year across the whole country, spent largely on "78,305 activities" reaching "more than 3.37 crore participants". States may use part of the allocation for "advertisements and media advocacy". This is a behaviour-change campaign, and it is resourced as one; it does not build clinics, pay stipends or prosecute anybody.
Two measurement cautions. The sex ratio figure comes from the Health Management Information System, which counts births reported by health facilities rather than surveying the population — the National Family Health Survey and the Sample Registration System use different methods and give somewhat different numbers. And the 2025-26 value is provisional.
The two evaluations the ministry cites, in 2020 and 2025 through NITI Aayog, found the scheme's "relevance, effectiveness and sustainability… satisfactory" — a summary judgment without published figures attached in this answer. No CAG audit of the scheme is in our corpus.
A campaign promised by name and delivered by name, on indicators that improved for reasons the government itself spreads across three programmes. Our verdict is lacks context.
