Total exports have grown strongly and have not doubled. The manifesto's milestone list committed to 'Work towards doubling the total exports' from a base of about $538 billion in goods and services in 2018-19. The Ministry of Commerce and Industry told Parliament on 4 August 2026 that 'India's overall exports (merchandise and services) during FY 2025-26 stood at 863.05 billion US dollars', with the April-June quarter of the current year up 11.37 per cent year on year. That is roughly 60 per cent growth over seven years — substantial, and short of doubling. Services have carried most of it; the answer's own framing refers to a further target of $2 trillion.
“Work towards doubling the total exports.”No CAG performance audit published
No CAG performance audit covering this scheme has been published. The absence of an audit is not evidence that the claim is either accurate or inaccurate.
No CAG audit of export promotion covering this period has been tabled in a report we hold. The figures here are the Ministry of Commerce and Industry's own.
No audit period to plot — no CAG performance audit covering this scheme has been published.
Overall exports of goods and services $863.05 billion in FY 2025-26
The figure combines merchandise and services. Merchandise exports to the European Union rose from $41.36 billion in FY 2020-21 to $75.76 billion in FY 2024-25 and to the United States from $51.6 billion to $86.5 billion over the same period.
Lok Sabha Starred Question No. 229, Export Promotion Initiatives — answer by the Ministry of Commerce and Industry
A note on the claim. This entry was imported as a promise to take merchandise exports "from 330 billion" to double. The 2019 manifesto states it more briefly, as milestone 51 in its list for India at 75: "Work towards doubling the total exports." Total, not merchandise — a distinction that matters, because India's export growth since has come disproportionately from services.
India's combined goods and services exports were about $538 billion in 2018-19. Doubling means roughly $1.08 trillion.
The Ministry of Commerce and Industry gave the current position to the Lok Sabha on 4 August 2026: "India's overall exports (merchandise and services) during FY 2025-26 stood at 863.05 billion US dollars." Growth in the April-June quarter of 2026-27 was "11.37% over the corresponding period" of the previous year.
Eight hundred and sixty-three billion against about $1.08 trillion needed. That is roughly 60 per cent growth in seven years, at a moment when world trade has been repeatedly disrupted — by the pandemic, by shipping crises, and by tariff shifts in India's largest market. It is a strong performance and it is not a doubling, and the deadline the milestone list implied has passed.
Two composition points belong with the headline.
Services are doing the heavy lifting. India's software, business and professional services exports have grown faster than goods throughout this period; merchandise exports have been broadly flat in dollar terms for several years. The manifesto promised total exports, so services count — but a reader assessing India's manufacturing competitiveness should not read this number as evidence about it.
The destination data, from a separate answer in this corpus, shows where merchandise growth did occur: exports to the European Union rose from $41.36 billion in 2020-21 to $75.76 billion in 2024-25, and to the United States from $51.6 billion to $86.5 billion.
The government has since set a further target of $2 trillion, referred to in the question this answer responds to. That is a commitment for a later review.
Our verdict is partly accurate.
