Jal Jeevan Mission (Har Ghar Jal)
Claim
Accurate
Delivery
Too early to assess
The record claim checks out and the forward promise is not yet due. The Jal Jeevan Mission dashboard put rural households with a tap connection above 14 crore during 2024, and the figure on 24 August 2026 is 15,92,54,859 — 82.28 per cent of 19,35,44,349 rural households. The 2024 manifesto drops the dated commitment its 2019 predecessor carried and extends the goal to towns and cities as well, so it cannot be scored until the term ends. What the CAG's Karnataka audit shows is that the counting method matters: a connection on the dashboard is one a state has reported, not one an auditor has found working.
“14+ crore families have access to clean tap water under the Jal Jeevan Mission… We will ensure clean drinking water, Har Ghar Nal se Jal for all households in villages, towns and cities.”This audit predates the claim
This audit's period ended on 31 Mar 2024, before the claim was made on 14 Apr 2024. It does not assess this claim, and is shown for context only.
Audit period: 1 Apr 2019 — 31 Mar 2024
The CAG's Karnataka performance audit closes on 31 March 2024, days before this manifesto was published, so it cannot test this term's promise. It is relevant to how the dashboard figure the manifesto cites is built: five villages were declared 100 per cent covered while tap connection work was unfinished, 47.62 lakh of 72.14 lakh targeted households had connections as of November 2024, and none of the state's 31 district and 48 taluk laboratories could test all 13 prescribed water quality parameters.
Audit period
The audit period closes before the claim was made. The orange span is the gap the audit does not cover.
15,92,54,859 rural households with a tap water connection (82.28 per cent)
Coverage of towns and cities, which this manifesto adds to the goal, is not measured by this dashboard — it tracks rural households only. Urban piped water runs through AMRUT and state utilities, and no equivalent national household count is published.
Jal Jeevan Mission - Har Ghar Jal national dashboard, tap water supply in rural households
The 2024 manifesto makes two water claims that need separating. One is a record claim, in the list of things already done: "14+ crore families have access to clean tap water under the Jal Jeevan Mission." The other is a forward promise, under the heading Har Ghar Nal se Jal: "We will ensure clean drinking water, Har Ghar Nal se Jal for all households in villages, towns and cities. We will extensively use technology to reduce the wastage of water."
The record claim is checkable and it holds. The Jal Jeevan Mission dashboard records 3,23,62,838 rural households with a tap connection on 15 August 2019 and 15,92,54,859 as on 24 August 2026 — 82.28 per cent of 19,35,44,349 rural households. The count crossed 14 crore during 2024, so a manifesto published in April 2024 claiming "14+ crore" was stating its own dashboard correctly. It is worth noting that the figure counts households with a connection at that date, not households connected by this programme alone; the dashboard separately reports 12,68,92,021 connections provided since the mission launched.
The forward promise is not yet due, and it is looser than the one it replaces. The 2019 manifesto committed to "piped water connection to every household by 2024" — a date. The 2024 text drops the date and widens the target to "villages, towns and cities". Rural coverage is still 55.20 per cent in Kerala, 55.73 per cent in Jharkhand, 56.87 per cent in West Bengal and 59.25 per cent in Rajasthan, so the remaining rural work is substantial and concentrated. On the urban half, there is no published national household count comparable to this dashboard; urban piped water runs through AMRUT and state utilities, which means the promise as written cannot be tracked to completion from public data at present.
One caution about the number itself, from the only performance audit of the mission we hold. The CAG's audit in Karnataka, covering the period up to 31 March 2024, found five villages declared 100 per cent covered on the dashboard while the tap connection work was unfinished, and it recommended that "dashboard reporting" be linked "to joint physical verification". It also found that not one of the state's 31 district and 48 taluk laboratories could test all 13 water quality parameters prescribed under BIS IS:10500 — so "clean" was not being verified where the taps were being counted. That audit period ends before this manifesto was published and so cannot grade this term's promise; it is a caveat on the counting, not a verdict on the claim.
The record claim is accurate. The forward promise is too early to grade, and the part of it covering towns and cities currently has no public measure.
